Build and operate a regional health information exchange infrastructure to enable secure, real time transfer of patients’ health information between multiple different organizations with patient consent in order to improve patient safety, quality of care, and efficiency of healthcare delivery.
All data transfers fall into two categories:

Consent forms automatically print at local printer and are handed to patient along with information regarding SAFEHealth
After consent form is signed, staff indicate who the patient has chosen to opt-in with or if they refused consent. If the consent is granted, the patient’s records are transferred to the organizations they opted-in with.
Individual walk-in patients can be looked up to manually print consent forms or enter revocations
