  4. Aims • To facilitate the circulation of works, artists and productions. • To encourage the development of professional organisations in the European music sector. • To have a specific program for music in the cultural program like the MEDIA program for audiovisual.

  5. Cultural Program 2000Pilot Projects • The Culture Program 2000 was not open to the cultural industries therefore the European Commission agreed to finance a number of pilot projects lead by EMO: - European Tour Support (supported 50 artists) - European Talent Exchange Program (ETEP) (Eurosonic NL) - New York export Office - China export Office - Music Export Handbooks (13 countries) All these projects were well received from the music professionals and the Commission.

  6. Cultural Program 2007 • EMO’s lobbying resulted in the inclusion of thecultural industries in article 3 of the Agenda for Culture, making them eligible under the Culture Program 2007. • BUT the pilot actions were resubmitted and rejected under the framework of the new Culture Program 2007. • In the last Call out of 77 projects selected not one represented the cultural industries, this questions the implementation of the EU policies.

  7. Political Momentum • Open Method of Cooperation (OMC) • The OMC has lead to the creation of the Culture Platforms. • EMO will participate in the Culture Platform ‘Cultural and Creative Industries’ This structured dialogue will push EMO’s main aim of having a specific Program for music in the Cultural Program 2013 like the MEDIA program for audiovisual. This will mean to carry out real structuring and stimulating mechanisms to fund cultural industries through accompanying actions.

  8. Political Momentum • EMO represented the cultural industries in the High Level Forum for Mobility initiated by the Commission with the aim to present a strategic report to create political awareness and a base on whichthe French Presidency can take up the issue at a political level. • European Parliament adopted 2 reports on the cultural industries thanks to MEP Guy Bono stating a need for a specific program for music. • The Commission will present a Green Paper on Cultural and Creative Industries in 2009
