Recent Provincial Nominee Program Updates For Prospective New Canadian Immigrants The Provincial Nominee Programs (PNPs) are provincially administered programs that nominate provincial nominees as immigrant candidates, based on the skill sets and qualifications they bring that match the province’s labour and skilled worker requirements. While the provinces select the nominees, the final decision on whether the nominees are admissible as permanent residents lies with Citizenship and Immigration Canada (CIC). The main difference between applying for a PNP compared to via the federal Express Entry system is that the applicant submits an expression of interest to immigrate to a particular province through a given stream. The province assesses this Expression of Interest and issues Invitations to Apply to candidates the province feels possesses the characteristics and skill sets needed in order to settle in the province successfully. There have been a number of changes to manyPNPs, which will be worth noting by interested and prospective immigrants to Canada. The provinces having made changes include: Saskatchewan Immigrant Nominee Program (SINP) The SINP re-opened its International Skilled Worker – Occupations in-demand sub-category to new applications. This is a very popular immigration sub-category, as skilled workers who do not have an employment offer but are highly skilled in an in-demand occupation may be eligible to apply for nomination by the SINP. Needless to say, the threshold cap of 1.500 will be very quickly filled, if it hasn’t already been filled since this article was written; otherwise, prospective skilled workers should plan their application for early 2016 for next year’s quota. Nova Scotia Nominee Program (NSNP) Two of Nova Scotia’s PNP streams have had their nomination caps raised recently - Nova Scotia Demand: Express Entry and Nova Scotia Experience: Express Entry each have an additional 300 spaces allocated to them. As a result of this, Nova Scotia will be allowed to nominate a total of 1,350 new immigrants under the Nova Scotia Nominee Program (NSNP) for 2015, nearly double last year’s cap of 750 Nova Scotia has also introduced two new business immigration streams to attract international entrepreneurs and university graduates to the province: Entrepreneur Stream: open to immigrants with experience owning or managing a business in their home countries once approved, individuals will settle in NS on a two-year work permit, and grow their business in the province after two years, they will be nominated for permanent residency nomination cap of 50 International Graduate Entrepreneur Stream aimed at foreign students who have completed any two-year program at a university or community college in the province, and have been running a business for at least one year after graduation successful applicants will be nominated for permanent residency nomination cap of 50 Alberta Immigrant Nominee Program (AINP)

  2. The AINPhas recently announced that it will not be accepting any new applications until January 27, 2016. This temporary pause is due to the AINP having been oversubscribed, with approximately 10,000 applications awaiting assessment. Any applications postmarked after August 27, 2015 will be returned, and any postmarked on or before August 27, 2015 will be processed. British Columbia Provincial Nominee Program (BCPNP) British Columbia has recently announced that itsBCPNP Skills Immigration stream and Express Entry stream has been placed on a temporary moratorium for new applications because the BCPNP has received more applications for these streams for 2015 than it has nominations. However, British Columbia said that the BCPNP will continue to accept applications under the Health Care Professional and Northeast Pilot Project categories. Additionally, the recently-opened Entrepreneur Immigration stream will continue to accept registrations from prospective applicants, up to a maximum of 200 per month.
