Introduction • SW Wave Hub location revised based on all considerations. • Agreed that a Routeing Measure is required to mitigate risk. • Objective is to get a consensus on routeing measure for the area that MCA can analyse and prepare application to IMO. safer lives, safer ships, cleaner seas

  8. Routeing Measure Options • MCA previously proposed ATBA to UKSON. No consensus agreed for this measure. • Trinity House have proposed TSS with the Wave Hub contained within separation zone. • Additional options being considered by MCA in order to meet IMO Objectives. safer lives, safer ships, cleaner seas

SW Wave Hub –Routeing Measure Options Purpose of Ships Routeing: • Improve safety of navigation in converging area, areas where density of traffic is great or freedom of movement is inhibited by restricted sea room or existence of obstructions to navigation. • Ships Routeing also used to prevent or reduce risk of pollution or other damage to marine environment caused by ships colliding or grounding in or near environmentally sensitive areas. safer lives, safer ships, cleaner seas

SW Wave Hub –Routeing Measure Options Objectives include: • Separate opposing streams of traffic to reduce incidence of head on encounters. • Reduce dangers of collision between crossing traffic and shipping in established traffic lanes. • Simplification of the patterns of traffic in converging areas. • Organisation of traffic flow in areas where navigation by ships or certain classes of ship is dangerous or undesirable • Organisation of safe traffic flow in or around or at a safe distance from environmentally sensitive areas. • Reduction in risk of grounding by providing guidance in areas where water depths are uncertain or critical. • Organisation of traffic through fishing grounds. safer lives, safer ships, cleaner seas

Initial Review of Options • ATBA in isolation was not favoured by all UKSON members at previous meeting. • TSS at site with such low traffic density may not meet a large number of IMO Objectives. • TSS further North at Lundy is likely to meet more of the IMO Objectives, whilst aligning traffic between this area and TSS at Seven Stones safer lives, safer ships, cleaner seas

SW Wave Hub –Routeing Measure Options • MCA Position: • Any Routeing Measure being proposed by MCA to IMO should meet as many objectives as possible. • IMO require that member state demonstrates need for establishment, including the consideration of alternative routeing measures and reasons as to why the proposed routeing systems is preferred. • Mariners using the area should be consulted. safer lives, safer ships, cleaner seas

SW Wave Hub Routeing Measure Options - Summary • MCA would like to review the merits of different routeing measures which could be used to mitigate risk to shipping at Wave Hub: • ATBA combined with Recommended Routeing. • TSS between Lundy & Hartland Point combined with ATBA & Recommended Routeing at Wave Hub Site. • TSS at Wave Hub Site. safer lives, safer ships, cleaner seas
