  12. 二、校企合作模式 School-Enterprise Cooperation Model 中国自1992年国家实施“产学研联合开发工程”以来, 开展了多种形式的产学研联合。 In 1992, China implemented “Joint Development of Industry and Research” plan. 1960年,哈工大与哈尔滨市107个工厂协作,完成460 多个机械化自动化项目。 As early as 1960 HIT cooperated with 107 factories, and accomplished more than 460 mechanical automation project by 1960.

  13. 二、校企合作模式 School-Enterprise Cooperation Model 2.1 校企合作委员会模式 School-enterprise committee cooperation model • 一种地方政府和学校之间在宏观层面上的意向性合作方式,没有形成面向企业实际需求和可具体操作层面的运行机制 One kind of cooperation intention between local government and school at the macro level, with no operational mechanism to meet specific enterprise needs. • 产学研合作的力度不够,科技与需求、技术与资本、人员与项目很难有效地对接并转化为生产力 Disadvantage: Insufficient cooperation, difficult to combine science and technology with actual needs, technology with capital, staff with project, and hard to convert these elements into productive forces.

  14. 二、校企合作模式 School-Enterprise Cooperation Model 2.2 与企业共建联合研发中心 School-enterprise joint research center • 有利于紧密了解当地技术难题,能够有利于结合当地企业需求的实际 Advantage: research meets actual local business needs • 仅仅是对单一技术的创新和开发,不能从根本上解决我国行业或产业发展所急需的关键技术问题和共性技术问题 Disadvantage: only aim at single technology innovation and development, does not fundamentally solve key industry technical problems or other technical problems of China.

  15. 二、校企合作模式 School-Enterprise Cooperation Model 2.3 校企互派人员交流合作模式 School-enterprise exchange personnel cooperation model • 发挥科教人才优势,进一步加强校地、校企合作 • Taking advantage of the talents of science and education, strengthening the school-local, school-enterprise cooperation 哈工大与广东省开展了企业科技特派员计划 Enterprise science and technology commissioner program between HIT and Guangdong Province 哈工大与江苏省开展了“科技镇长团”计划 “The Town head of Science and technology plan” between HIT and Jiangsu Province

  16. 二、校企合作模式 School-Enterprise Cooperation Model 2.4 高校自主创新型企业模式 University independent innovative enterprise model • 这种模式虽然具备强大的技术依托优势,但高校的体制束缚了科技成果转化所需各类层次人员的流动,导致技术对接资本的能力比较差,不能更为广泛地推广。 • This model has strong technical support, but the university has limited transformation of the science and technology achievements into actual productivity, resulting in weak connection between technology and capital. 2009年,哈工大博实公司以147名荣登《福布斯》中国潜力企业200强 HIT Boshi Company was considered one of 200 potential enterprises of China, in 2009, It was ranked 147 by Forbes and has become a public company in 2012.

  17. 二、校企合作模式 School-Enterprise Cooperation Model 2.5 产学研创新战略联盟 Innovative strategy alliance of industry and research • 紧密围绕行业骨干企业急需的核心技术和共性技术展开 • Considering the urgently needed core technologies and the common technologies of China’s key enterprises • 可以集中体现在行业或产业的战略需求研究、顶层规划设计并形成国家意志 • Embody industries strategic demand and top design goals with China’s national plan • 各参与方的结合比较松散 • Cooperation needs to be stronger 科技部试点的“产业技术创新战略联盟”,哈工大作为联盟创建单位参加了5个,全国共36个。 At the "Industry technology innovative strategy league”, which was organized by The Ministry of Science and Technology, which HIT is a member of, has 5 of the 36 programs.

  30. 三、高层次人才培养机制与培养模式 High-level Talents Education System and Model 3.3 加快研究生教育国际化进程 Speeding up internalization process of graduate education • 重视高层次人才培养的国际化 • Put more importance on the internalization • process of high-level talent education (1) CSC公派研究生项目: 截止至2011年9月,共计录取880人到国外一流大学攻读学位或联合培养。其中攻读博士学位研究生470人,联合培养博士生410人。我校连续四年公派留学人数排在全国签约高校前列。 Chinese Government Scholarship Program: By the end of September 2011, HIT has sent 880 students to world-class universities, including 470 PhD degree students and 410 PhD dual education program. Over past 4 years, HIT was one of the top universities in China for sending students to study abroad. 第30页
