Background • In the initial planning it was envisaged that the system will consist of a fully-fledged BRT system to “Go Live” in 2015 • Substantial decrease in subsidies have had a material implication on the rollout of infrastructure planning and phasing of the RRT • Revised Ops Plan calling for all infrastructure & planning to cut costs: investigated the alternative options available – as proposed in a “BRT light scenario” with specific reference to station type design and management, ITS Cost Reduction, Reduced Bus Fleet, Optimized Routes to ensure that the roll-out of the BRT system can still proceed. • To date the review of the first Draft of the Ops Plan’s focus has been on the OPTIMISATION of current infrastructure and planning • Mostly scaled down components – ITS, Stations, Depot, Fleet

  10. Go-Live 2019/20 • Routes will operate as complementary routes • No transfer from feeder to trunk • Passenger remain on same bus from bus stop to station in CBD

Infrastructure – Intervetions & Challenges • CBD construction took 2 years - • Limited CBD space • Extensive services • Objection in the CBD stations • Old town-planning schemes requiring rezoning • Objection on Depot – mining activities • Local SMME & labour causing delays • Fear of the unknown by local business – pedestrianization & promotion of PT Anintegrated plan for CBD withPublicTransport, Parking policy, Freightmanagment plan, NMT and universal access.

Industry Transition – Go Live BOC • BOC responsible for the screening, selection and training of candidates required for employment in the BOC. • Appointment of up to 130 drivers - Candidates to meet the applicable minimum screening requirements for selection i.e. vetting, fitness, driver behaviour • Established Local taxi Office for their day to day engagements, registration of affected operators, affected labour, etc

Industry Transition – Go Live Buses • Fleet of buses will be procured through an instalment sale financing agreement, funded by a financial institution coupled to the OEM • The OEM is required to supply, deliver and provide maintenance for the bus fleet in terms of the Request for Proposals • Order for 30 low-entry buses being finalised with Financier and OEM

Intelligent Transport Systems • Major Initiatives to ensure Cost Saving with the deployment of AFC and APTMS include: • For both AFC and APTM, hosted back-office Software Solutions and Services will be implemented; this would be done via the Huawei cloud located within South Africa. • Control Centre / Room is shared with the rest of smart City initiative (Part of Municipal JOC); • The Call Centre is shared with the rest of smart City initiative (Part of Municipal Call centre); • The “Safety, Security, Surveillance, and Monitoring” (SSSM) function (monitoring) will be done via the existing Safety and Security department of the Municipality; • Communication infrastructure will be done via the Fibre along the trunk, and 3G/4G on the feeders. • Retail footprint for the selling of Fare Media and Top-ups; will initially be done by existing Municipal infrastructure and pay-points. TVM and Resellers will only be deployed as needed.

Conclusion • Despite delays Project anticipation remains high • Big empowerment project – over 1400 short terms jobs created & Local SMME participation • Spatial transformation & planning in the city • Local taxi operators very keen to participate • Formalisation of 9 biggest taxi associations into BOC • Potential to extend services to adjacent municipalities in future – Sun City, Brits, etc
