  11. SOMS Described (1) Definition • a comprehensive management system that is being implemented by the Bermuda Department of Civil Aviation to systematically and effectively manage the oversight of the aviation industry

  12. SOMS Described (2) Goal • To optimally manage the oversight of the industry’s reduction of aviation safety-risks to a level as low as reasonably practicable

  13. SOMS Described (3) SOMS employs a proactive, systems approach to manage the regulatory mandate. It involves: • planning and conducting oversight • measuring the results of the associated activities

  14. SOMS Described (4) Some Key Features: • Commensurate with size/complexity • Proactive; risk-based • Performance-based (i.e., measurable) • Integrates management systems
