Personnel Management Information System The Personnel Management Information System (PMIS) is a computer-based processing of standard information on personnel matters such as the payroll processing of salaries and remittances of employees and salary withdrawal using ATM cards. The system serves as a data source for all basic information pertaining to the employees of the Local Government Units.

PMIS Features • Create and maintain databases on agencies, offices, divisions, salary grade, occupation index, plantilla positions, employment status, educational level, educational degree, examinations taken, training, type of separation, and type of accession • Create and maintain a database on personal information, education, training, employment, and eligibility information. • Generate reports based on defined information needs. • Provide reliable statistical reports on personnel profile in support of management planning and decision-making.

Financial Management Information System The Financial Management Information System (FMIS) is a comprehensive system that provides an effective and efficient recording and accounting of all disbursements and collections. It The main proponent of this system are the Budget Office, Treasury Office, and Accounting Office with their respective systems, Budget Management Information System, Treasury Management Operation System, and Accounting Information System.

FMIS Advantages • Tracking of all transactions on three offices (Accounting, Budget and Treasury) can be easily achieved; • Data are directly come from the Treasury and Budget Office which means we can assure of data integrity; • Linkage of the three offices (Accounting, Budget and Treasury Office) are meet, which means any update of data come from the Budget and/or Treasury Office are readily accessed by the Accounting Office; • Detailed reports are available anytime and can be customized according to need; • System maintenance and sustainability are at hand; • Any system enhancements and modifications will be accommodated readily, and • Encoding of all the data needed by the Accounting office comes from the Budget and Treasury Office.

  16. Real Property Tax Information System Real Property Tax Information System (RPTIS) is a system intended for strengthening revenue collection. It links five pilot municipalities: Sibagat, Bayugan, Prosperidad, San Francisco, and Trento; to the Government Center thus enabling consolidation and synchronization of property assessments, records management, and billing & collections. It has three major components: the Real Property Tax System, the Revenue Collection System, and the Business Permits and Licensing System. The system is outsourced; it is developed by Comfac Corporation.

  18. Document Tracking System The Document Tracking System is a centralized document tracking system. All incoming and outgoing documents are scanned and kept in the system’s database. Barcodes are assigned to every document as a key number for unique identification and tracking purposes. Systematic monitoring of the movements of documents from one office to another, from the time of their receipt to the time an action and/or response is rendered. Thus, speeds up action on letters or inquiries from the public.

  20. Warehouse Information System The Warehouse Inventory System keeps track of all stocks coming in and going out of the PGSO warehouse. The system modules are the Supplier’s Registry, Stocks Registry, Stock Receiving, Stock Releasing, Stock Balance Reconciliation and Stock Numbering system.

Property Monitoring System Property Monitoring System was designed basically for recording, monitoring and tracking of the whereabouts and status of all the non-expendable properties owned by the LGU. This project was made tailored in accordance with the current existing system flow of the Provincial General Services Office (PGSO) of the province which is also the proponent office of the said system. The Clearance preparation is now quick and easy without manual intervention in doing the verification of the active properties being assigned to applicant’s possession, the preparation of Acknowledgment Receipt of Equipment (ARE), Return Slip preparation, Indexes of Properties per employees, and many other important reports including history of transactions which are all very essential for the office.

  25. Cash Control System Cash Control System is used primarily for Treasury to ensure that they have always a monitoring on the status of the cash available in a day to day transaction of the LGU. Also this system can generate timely reports particularly on approved vouchers and the like at a given range of time.

Performance Management Evaluation System An enhanced version of Performance Evaluation System, the Performance Management Evaluation System, is redesigned with the aid of the Philippine-Australia Human Resource Development Facility (PAHRDF) consultants to be applicable to all employees in the Provincial Government of Agusan del Sur. The system in making performance targets and evaluation is simplified but with a more reliable and doable outputs since the key result areas are already embedded on the system.

  29. RHU-Management Information System Rural Health Units – Management Information System (RHUMIS) Monitoring. Working closely with the Rural Health Units, the ITU has come up with a system that not only establishes and maintains a databank, but also keeps tab on the activities in the rural health units.

  30. Remote Timekeeping System Remote Timekeeping System is designed primarily for remote offices. As an extension of the main capitol, this Remote Timekeeping System has its own capability of generating DTR, Personnel Attendance Report and the likes

Casual Payroll Management System Casual Payroll Management System is a system utilized by Accounting Personnel to generate, compute, maintain, and incorporate casual payroll related transactions. CPMS is capable of retrieving and printing previous transactions - index or history, making it is an effective tool for remittances report generation (i.e. BIR remittances, GSIS remittances, Phil Health remittances, Pag-IBIG remittances and others).

  33. Fish Hatchery Management System Fish Hatchery Management System is primarily designed to focus on proper management of fish hatchery of the Provincial Agriculture Office. In addition, it is also designed to properly monitor the distribution of fingerlings. It is a stand-alone-based software that its raw information or data basically coming from the form, the Client Profile, filled-up by farmers wanting to acquire privileges from the fish hatchery

  34. One Stop Shop One Stop Shop is a system that enables clients and visitors to view basic information in a designated computer terminal. In the One Stop Shoppe the following systems can be accessed: ADSNet, ADS Information, Office Map, Cash Availability and Personnel Info. System.

  36. Accomplishments • IT Literacy Training aims to help government employees in learning the basics of computer applications.   37. IT Literacy Training The ITU has conducted fifty-two (52) IT Literacy trainings to the government employees from different offices in the province since it started last year 2002.

Accomplishments • Desktop Publication and Web Development • Development of ADS official web page, official CD ROM and One Stop Shop Info Center of Agusan del Sur. • Desktop publication, scanning, printing , layout, and photo editing. • Preparation of materials for audio and video editing. • Archiving of digital photos, videos and other multimedia stuff.

Accomplishments • Periodic Maintenance, Repairs and Acquisitions • Quarterly check-up of computer hardware, time capture machines, hand punch machine, printers, monitors and other computer peripherals. • Repairs of personal computers, printers, monitors and other computer peripherals. • Acquisition of IT equipments and other network facilities. • Acquisition of motor vehicles for remote clients/offices technical maintenance.

Accomplishments • Wide Area Network and Internet Services • Daily monitoring and network maintenance of workstations connected to the ITU Central Switch. • Enhancement and maintenance of wireless bridge at DOPMH, ASSAT, DOTC-SFADS and ITU. • Internet setup, network installation and maintenance of LAN at DOPMH, PAO, DXDA and eight (8) provincial field offices (DOST, CSC, COA, NCIP, NSO, DILG, PIA & COMELEC). • Network cabling in the Provincial Treasury Office. • Maintenance of Internet facilities installed at the DOTC-San Francisco Telecommunication Office (TelOf).

Accomplishments • IT Technical Support Services • Maintenance of server and workstations of Agusan del Sur Local Government Information System (ADSLGIS) pilot LGUs namely; Sibagat, Bayugan, Prosperidad, San Francisco and Trento. • Installation and maintenance of PCs of the Pagtuon Project National High School recipients. • Hospital Management Information System. • Naliyagan Activities (Film Showing,Talent and Pageant Night of Bae Naliyagan). • Hardware maintenance of Community-Based Management System PCs of fourteen (14) municipalities in the province.

IT Technical Support Services • PC installation and technical support on provincial trainings/seminar/workshops conducted in the government and private training establishments. • Accommodation and technical assistance for LCD installation of local and national offices. • Maintenance on one-stop-shop KIOSK digital information installed at the main capitol lobby. • Facilitation and administration of employees’ hand data registration for time entry recognition purposes. • Maintenance of the Personnel Management Information System.

Accomplishments • Events Promotion through the province’s official website: www.agusandelsur.gov.ph The previous web page of the province has been improved and has followed the Citizen-Centric Website Development Guide of the National Computer Center. This will enable the LGU to better cater to the information and service needs of the citizens.
