  2. XI Plan Targets • Increase GER to 15% by 2011-12 • Expand rapidly with quality and inclusive Higher Education • Restructuring and reorienting the system to impart competitive skills and capabilities of global standards • Nurture institutions of excellence aspiring to World class standards

  3. Activities so far……… • Full Planning Commission Meeting was held on 13th September, 07. • Substantially higher allocations are expected for XIth Plan in Comparision to Xth Plan allocations of Rs. 9,500 crore. • Decisions of Full Planning Commission Meeting are yet to be placed before NDC. • 5 Regional Conferences of VCs, for evolving the consensus on reforms have been held and one is scheduled on 10th and 11th October, 07 at Delhi.

  4. Major Initiatives Proposed Higher Education • Setting up of 30 new Central Universities including one CU in each 16 in uncovered States. • Strengthening of 6000 colleges and 150 Universities not receiving UGC grant at present. • Establishment of 370 new degree colleges in districts with low GER. • A new CSS for Incentivising State Governments for expansion, inclusion and excellence.

  5. Major Initiatives Proposed Higher Education • Setting up of Indira Gandhi Tribal University and Worker’s Technical University • Medical/Engineering Professional to be started in Central Universities • Special emphasis on Women hostels in Colleges/Universities

Major Initiatives Proposed Technical Education • Expansion and upgradation of 200 State Technical Institutions • Upgradation of Technical Institutions/Department of 7 Universities • Setting up of 8 IITs, 7 IIMs, 5 IISERs, 2 SPAs, 10 NITs, 20 IIITs, 50 centres for training and research in frontier areas. • Feasibility of increasing the capacity of existing IITs and IIMs by 200% or so to be considered.

  7. Major Initiatives Proposed Technical Education • Opening of at least about 1000 new polytechnics • 300 by State Governments • 300 in PPP Mode • 400 by private sector

  8. Major Initiatives Proposed Open & Distance Learning Under the National Education Mission Government intends through ICT, to inter connect through broadband, all institutions of national importance/excellence, over 375 universities and about 18,600 colleges.

  9. Major Initiatives Proposed Minority Education Proper attention for educational development of minorities as per • PM’s 15 points Programme; opening of Hostels in Minority Universities and Colleges in Minority Concentration Districts, Strengthening of Minority Institutions, Centre for studies in Minority related issues. • Implementing the various recommendations given by Fatmi Committee

  10. Major Initiatives Proposed General • Expansion of Centrally Funded Institutions as per OSC recommendations. • Providing merit scholarship to 2% of total students in higher education • Increasing fellowships and coverage of Ph.D research students under JRF. • Setting up of a National Student Loan Guarantee Corporation. • Revision in fee structure etc.
