  1. Sharing the Costs, Sharing the Benefits: Case Examples Mady Chalk, Ph.D. Cross-System Financing Project October, 2006

  2. The Initiator’s Role: It’s Messy • Identifying the Issue – I want to jointly fund services for … or, we need satellite programs in other locations in the State… • The Search for Partners – who do I need to get this job done? • Compatibility of Partners – what do I want, what might they want, what do I have to offer?

  3. The Initiator’s Role: It’s Messy • Why might they be motivated to join me? • Who has which resources? Dollars? Staff? Authority? • Who is going to champion our joint efforts in each agency/organization?

  4. The Initiator’s Role: It’s Messy • What is my past experience with individuals in the organizations I want as partners? • How will our past experiences (with me or others) influence their involvement? • Proceeding as if there is no problem – not letting history get in the way

  5. The County of Chaos in the State of Confusion • The Formal and the Rest – It’s all in the relationship (which is “the rest”) • Building Trust - everything I say will have an impact on how things go in this collaboration • What kind of trust do we need between us in order to collaborate? • Can I rely on the motives and predict the performance of the participants?

  6. The County of Chaos in the State of Confusion • Not being afraid to lead • What risks am I taking? Internally with my organization and superiors and externally with other stakeholders? • How much protection do I need to build in? • Am I and are they adaptable?

  7. The County of Chaos in the State of Confusion • How formal or informal so our working arrangements need to be? • Is this a one-shot deal? Or will we want to work together on other projects over the long run? • How should the answer to this question affect my behavior now?

  8. The County of Chaos in the State of Confusion • What can we do now to cement a collaboration and achieve some immediate objectives that help us in the long run? • How will we broker decisions that need to be made over the course of time?

  9. What is This Really About? • Connecting With People, Helping Them Identify the Issues, Working With Them on Solutions OverTime • Using Power – Making Adjustments to Build Agreement and Move Forward • Using Action to Build Trust
