INCUBATOR DEVELOPMENT IN INDONESIA • Initiated by Department of Cooperatives and SMEs Development in 1994, later in 1997 Department of Education & Culture also play significant role in the development of incubators in the universities. • The first five incubators are PUSPIPTEK – Serpong, IPB – Bogor, UNS – Solo, ITS – Surabaya, and Freeport – Tembagapura. • Current development has tendency of international cooperation such as StarCall Wartelnet with the World Bank, six polytechnics with NUFFIC, the Netherlands, Bandung Polytechnic (POLBAN) with EU-ASIA Link, and UNAIR with Italy. INCUBATOR SPECIFICATIONS IN INDONESIA • Specific areas of incubators are agribusiness & agroindustry, manufacturing, common business, and IT. • Many are founded on campus: in the universities and polytechnics. Most incubators handle more number of outwall tenants than inwall tenants since they have only limited spaces. • Although the government supported the establishment of incubators, they are mostly left to grow individually, self supporting and building their own network. Private incubators are few but has high amount of budget to manage such as Freeport. • Regional government does not contribute significantly either. It is a very recent development that the city of Solo – Central Java starts to develop the technology park in 2007 and plan to have an incubator in the middle of it. • Hence, the nowadays tendency to find cooperation with international institutions. • Limited specific links to industrial estates, except the private incubators, technology park has only in the beginning to be established in Indonesia. Layout PlanSolo Technology Park • ZONE 2: • Traning and Business Incubator Zone: Providing high quality training programs based on ’teaching factory’ concept, which has been applied succesfully for more than 40 years. Incubator Business helps the tenants to expand the market penetration of their product and services. • ZONE 1: • Research and Development Zone: in cooperation with universities and research based companies to build the strength in IT, New Product Development, Renewable Energy, etc. 1 3 2 • ZONE 3: Industry and Trading Zone: The development of environmentally friendly industry. Local Government will provide incentives for investors to come, such as land provision, legal support, tax holiday, etc. Hadi K Purwadaria
