Introduction • Who is this course aimed at? • “Outsiders” wishing to gain an understanding of 3GPP’s role and working methods • New delegates to technical groups in 3GPP • Existing delegates considering standing for election as chairmen or vice-chairmen • Newly elected chairmen and vice-chairmen • New (and not so new) Support Team personnel

What is 3GPP (and what is it not)? • It is … • A loose association of regional and national Standards Development Organizations (SDOs) from around the globe. • It is populated by … • Delegates representing member organizations of those SDOs. • Delegates of the SDOs themselves. • Delegates representing organizations considering becoming members

  9. Components of 3GPP • Organizational Partners SDOs which have signed up to the 3GPP Agreement* and which jointly set policy and are responsible for overall governance.   12. PCG Project Coordination Group The PCG is responsible for overall governance of 3GPP. It sets high level policy, formally appoints elected TSG chairmen and vice-chairmen, ensuring regional balance, and – though very rarely called upon to act as arbiter of technical disputes – is the ultimate court of appeal within 3GPP. http://www.3gpp.org/Project-Coordination-Group-PCG

  13. Technical Specification Groups To avoid unnecessary delays in the development of 3GPP’s technical work, four hierarchically equal TSGs exist, each responsible for a reasonably well defined an largely autonomous area of activity.

TSGGERAN Technical Specification Group GSM/EDGE Radio Access Network Created on the closure of ETSI Technical Committee SMG in 2000, when all the GSM (2G) Specifications were transferred from ETSI to 3GPP. Responsible for maintenance and enhancement of GSM/EDGE specifications. GERAN-based systems are still the most wide-spread cellular technology in the world. http://www.3gpp.org/GERAN

  15. TSGRAN Technical Specification Group Radio Access Network • Created at the outset of 3GPP to develop the new 3G radio technology specifications. • Now responsible for • UTRA and HSPA • LTE™ • LTE-Advanced ™ • and thus bridging the gap between 3G and 4G. • http://www.3gpp.org/RAN

  16. TSGCT Technical Specification Group Core Network and Terminals Created in 2005 on closure of two original TSGs Core Network (CN) and Terminals (T). Responsible for the development of the fixed (“wired”) network aspects of 3GPP systems, including the Mobile Application Part (MAP) of ITU-T Signalling System No. 7, CAMEL and related Intelligent Network (IN) aspects and much more. http://www.3gpp.org/rubrique34

TSGSA Technical Specification Group System Aspects and Architecture Created at the outset of 3GPP to handle common system aspects such as requirements, overall architecture, security, codecs, O&M. SA also has a coordination role to ensure that all TSGs work in harmony. However, SA is not hierarchically above the other TSGs. http://www.3gpp.org/32
