Background • Application submitted in April 2010 • Describes development in detail • Sets out need • Justifies location • A large long established employment site • Justifies scheme in context of planning policies • Justifies scheme in terms of waste policy • Importantly the JWMS and evidence gathered for the Emerging Waste Core Strategy • Indentify need for a thermal treatment of up to 250k tpa • Hartlebury ranked highest location for a large scale waste development in terms of current and future arisings

The Environmental Impact Assessment Considers the specific environmental setting How the plant will be Built Operated Monitored to prevent any adverse impact locally and beyond No significant impact on: Air quality Traffic Noise Health In response to consultation we undertook specific additional investigations into potential impacts on local agriculture Page 3

  4. Evaluation The application has been evaluated by: Your professional officers A number of statutory technical consultees none of whom have raised objections The Environment Agency has been consulted and a permit application has been processed by them Page 4

Consultation From the outset we have been open and pro-active Community engagement Presentations Exhibitions Information leaflets Reference site visit listened, responded, and reacted Our neighbours - “Community Liaison Group” Six meetings (January – July) Provided a focal group We will continue to engage with the community through this or a similar group if our application is approved Our website will continue to provide information Including Environmental Data Page 5

The fourth “R” Reduce / Reuse / Recycle /Recover Since 1998 Mercia has been able to meet county recycling and landfill targets by Improving HWRC sites and performance Providing waste transfer stations, and bulking facilities Operating composting sites Providing EnviroSort (our successful MRF at Norton) EnviRecover Right sized – to deal with projected waste arisings Is a solution that in Europe that is associated with recycling and low levels of landfill It is a solution recognised by others, there are now 20 similar plants and others in development in the UK EnviRecover – part of an integrated solution (1) Page 6
