CURRENT PROBLEMS • Absence of a Centralized Accounting System • No Co-ordination between Accounting Ledgers and Schemes Allocations • Monitoring at higher level is hampered due to lack of actionable data • Delay in transfer of Funds between different banks leading to mismatch and reconciliation problems. • Prone to leakages in the system on account of weak monitoring.

LOGIN MANAGEMENT • Access to Solution will be controlled through User ID and Password Authentication. • Users will be assigned roles and tagged to locations so that menus shall be limited to assigned roles and data access is restricted to locations. • Hierarchy created in the system can enable the higher authority to access and view all data created at all levels below that authority

PROCESSES • Voucher entry will be enabled and controlled through processes ensuring multiple voucher entries and their effects can be simultaneously captured. • For e.g. for receiving or making payments, forms will be created to enable validations and control errors. • Approvals and authorisations shall be assigned to the forms and vouchers created for proper controls. (Makers and Checkers)

TARGETS & ALLOCATIONS • Setting budgets and targets of various schemes in respect of each center and to monitor against the same • Allocation of receipts, payments and expenses to schemes as well as their utilization (through a multi-level approach) will simultaneously be enabled for data aggregation and dissemination by way of multiple MIS reports. This will equip the government with timely information for taking corrective action and realize the social objectives of all health schemes.

  20. CHART OF ACCOUNTS • Accounts can be prepared based on a 4 level Chart of Accounts as follows: • Ledgers Level 4 • Sub-Groups Level 3 • Groups Level 2 • Schedules Level 1

  21. FEATURES • Solution will be fully parametric, allowing all new • General Ledger Heads • Income & Expenditure Heads, • Users like Maker & Checker • District details • Vendors • Employee • Etc., can be defined at any time.

FEATURES (Contd.)‏ • Facility to print General Leger, Cash Book etc. is enabled at all levels. • Details of Agencies / NGO / Third Parties / Individuals will be maintained in package. i.e. Name, Address, Banks & Account number etc. • TDS entry shall be auto-enabled wherever required and desirable

FEATURES (Contd.)‏ • MHFW Expenses like their Staff salary, Travelling Expenses, Suspense Granted to staff etc will be maintained in the accounting package. • Control of Cheques issued to Vendors/Parties/NGO’s by MHFW and their printing shall be available in the system. The relevant records & Accounting can also be maintained.

ACCOUNTS MANAGEMENT • Accounts Receivables, Accounts Payables and Ageing Report is enabled for analysis and action • Interest received and payable can be cross-verified with the banking system • Intra-organisational accounts and transfers can be controlled through Intra-organisational Control Accounts which can be balanced automatically. • Bank accounts can be reconciled through the bank reconciliation process at all banks and at all levels.

  26. REPORTS Structured Reports i.e. pre-designed reports can be configured for routine analysis. Some of the reports are: • Daily status on inflow/outflow of funds at Centre / State Headquarters / District / Taluka. • Utilization of fund at State Headquarters / District / Taluka level & scheme wise. • Unutilized funds at State Headquarters / District / Taluka level & scheme wise. • Receipt of State contribution. • Balance of funds at Headquarters / State / District / Taluka level. • Details of Other Receipts. • Dynamic report based on query raised by users at different levels of MoHFW administrative offices on variable fields viz. Banks / State / District / Taluka / Schemes. Through our Enterprise Business Intelligence other MIS Reports can be generated for quick analysis and decision-making

  27. OTHER ADD-ON’S • To ensure security the accounting solution shall be kept separately from the CBS and wherever desired there will be to and fro exchange of data between the banking CBS and the Accounting Solution.
