    1. SeaPort Enhanced Program Overview Presented by Mr. Jerome Punderson Naval Sea Systems Command 2007 Industry Day Dahlgren, VA 30 May 2007 Thank you Barbara for your nice introduction. Good morning. My name is Dave Diamantopoulos and I am very happy to have an opportunity to attend and participate in this year’s conference and to provide you with information pertaining to our SeaPort-e program. As Barbara had noted I am the SeaPort Branch Head at NAVSEA Headquarters and have been serving in the SeaPort Branch since NAVSEA’s the inception of the program in April 2001. In developing my presentation my intent was to provide a information as to: -- why NAVSEA decided to establish its SeaPort Program -- how SeaPort had evolved since its inception -- how the Program has attempted to promote small business participation, and -- a brief overview of some of the non-small business oriented benefits that have been realized to date.     3. What Is SeaPort-e? SeaPort-e is a Set of Multiple Award Contracts: The Navy Virtual SYSCOM’s Enterprise solution to acquire Engineering, Financial, and Program Management support services SeaPort-e Navy service procurement vehicle: Currently comprised of 1,283 prime contractors (84% of whom are small businesses), each competing for individual task orders Requirements are competed in one of seven geographic zones based upon principal place of performance SeaPort-e is also a Web-Based Portal: The portal provides a means for electronically competing & awarding task order solicitations issued under the SeaPort-e MACs The system facilitates the acquisition and management of services

Programmatic Approach SeaPort-e Multiple Award Contract: Five-Year Base / Five Year Award Term Scope includes Engineering, Technical, & Professional Support Services across 22 functional service areas Allows for small business set-asides Competitions may be restricted to small businesses, and also to certain small business sub-categories (HUBZone, 8(a), SDVOSB) Note: Per agreement with Navy SB Office, we are enacting a moratorium on SeaPort-e procurements restricted to 8(a) firms while the SBA pursues set-aside approval from SBA Rolling Admissions conducted annually Allows for base contract awards to new contractors & for existing contractors to expand into other geographic zones

Small Business Participation Improved Small Business Participation SeaPort-e Results: Prime awards: 457 of 1,019 (45%) Percent of total dollar obligations to small business concerns at the prime level: goal: 33%, actual: 32% Percent of total dollar obligations to small business concerns at the subcontract level: goal: 20%, actual: 20% Small business subcontracting reported by industry on-line Note: 20% metric is based on 85% of large business respondents; if remaining 15% subcontracted $0 with small business, the metric would be 17%

SeaPort Governance Council The SeaPort-e Governance Council leverages the experience & resources of SeaPort-e users to continually improve the program The Governance team includes representatives from: NAVSEA HQ & Field Offices NAVAIR SPAWAR NAVFAC NAVSUP USMC Invitations have also recently been extended to MSC, & SSP The committee typically addresses topics related to: Standardization of SeaPort acquisition processes / best practices SeaPort portal enhancement opportunities Current issues & trends in the service contracting arena

Command Ombudsman Process Each SeaPort-e Command appoints an overarching Command Coordinator to monitor & oversee performance by the various ordering activities eligible within the contract Command Coordinators track & assist in addressing issues pertaining to extent of competition, small business performance, etc. Each SeaPort-e Command has also appointed an Ombudsman to review complaints from contractors & to ensure that all contractors are afforded a fair opportunity to be considered Contractors are instructed to first contact the 1102/PCO for issue resolution. If the issue is not able to be resolved, the issue would then be elevated to the cognizant local Activity / Command Ombudsman. Contractors should not escalate issues directly to the Overarching Program Ombudsman until these channels have been exhausted The list of each Activity/Command’s Ombudsman is published within the SeaPort portal under the ‘Help’ menu

New & Upcoming Features Advanced Planning Module SeaPort is developing additional tools to streamline the advance notice process to facilitate earlier notification to industry of upcoming requirements Event Creation Reminders Reminder notifications are now being sent if an issuing activity locks a solicitation, but forgets to create the corresponding Vendor Portal Event for contractor notification & access Enhanced Vendor Award Report Currently working to expand upon the information made available in the publicly available award report, to include information such as approximate contract end date, issuing activity, & hyperlink access to original solicitation package

Lessons Learned Incorporation of Set-Aside opportunity has been critical to achieving Small Business goals Competitive aspects of procurements must be actively managed Transition towards a “Single Process” is being embraced by both Government and Industry stakeholders Improved use of business intelligence tools at the program’s disposal to manage toward program objectives

Rolling Admissions Status A clause in the SeaPort-e Multiple Award Contracts allows for the award of additional prime contracts SeaPort-e Rolling Admissions procurements are conducted by NSWC Dahlgren Contractors interested in becoming Prime MAC holders in SeaPort-e have the opportunity to submit proposals during periodic Rolling Admissions procurements 300+ new contracts for a recently conducted “Rolling Admissions” procurement (N00178-07-R-4000) were awarded on 23 May 2007 Future Rolling Admissions procurements will be announced via FBO & via the SeaPort website: http://www.seaport.navy.mil/
