Phase 1 Starting building the VSDS GSO • Studying the materials: • Paris21 • Designing the roadmap to build the VSDS • Mobilizing the resources: • National resources; • International organizations’ resources. • Establishing the Strategy building unit: • The government: political support; • The Ministry of Planning and Investment (MPI): • Establishing the Draft Board including 17 members • Chairman: Deputy Minister of MPI; • Members: GSO, MPI, key ministries and Provinces.

Phase 2 Assessing the VSS GSO • Evaluating 10 fields: • (1) Information dissemination policy and the needs of users ; • (2) Legal framework for statistical activities; • (3) Institutional framework and coordination activities; • (4) Quality of economic statistics; • (5) Quality of population, social and environmental statistics; • (6) Information Technology and Communications; • (7) Human Resource Development Policy; • (8) Statistical material and technical facilities; • (9) Financial resources and coordination of funding programs; • (10) Statistical system of Vietnam and some other nations.

Phase 2 Assessing the VSS (2) GSO • Assessment tools: • Data Quality Assessment Framework (DQAF) ; • General Data Dissemination System (GDDS) ; • Extended standards. • Human resource: • 01 international expert; • 14 national experts; • Institute of Statistical Science. • Assessment process: • Training; • Consulting; • Drafting the report; • Reading the assessment; • Holding the workshop and taking the critique; • completing the report.

Phase 3 Identifying the Mission and Vision GSO Mission: to produce and disseminate timely, accurate, adequate, objective and transparent statistical information, and to provide the statistical services effectively for serving the assessment and forecast of activities, the strategy and policy planning as well as the socio-economic planning of the Party and State organs, and for meeting the needs of statistical information of the other organizations and individuals. Vision: To meet the national and international needs of information perfectly, and to become the leading statistical organization in Southeast Asia in 2030.

Phase 4 Developing the Action Plans GSO • 09 action plans: • (1) Improving the institution, organization, legal framework and coordination in the State Statistical system; • (2) Strengthening the research with the methodology and process in accordance with international standards; • (3) Renewing and improving the quality of information processing; • (4) Renewing and improving the quality of information collection; • (5) Strengthening the activities of analysis and forecast; • (6) Developing the statistical human resource; • (7) Applying and developing the information technology in statistics; • (8) Ensuring the material facilities and finance for statistical activities; • (9) Improving the effect of international cooperation in statistical activities.

  12. 3.1.Point of view GSO • Implementing the functions, duties and authorities of the Vietnam Statistics; • Complying with the 10 principles governing international statistical activities by the UN; • Renewing and improving the Vietnam statistical system to be more modern and effective with high-quality data; Synchronizing, standardizing, “processing” and computerizing all the statistical processes; • Developing rapidly and stably with a good roadmap; Closely and harmoniously combining between the short-term and long-term objectives as well as between the rapid and sustainable development; • Ensuring the conditions of the Strategy’s feasibility including Legal basis, organizational structure, human resource, finance and material facilities. 12

Objectives GSO General objectives • The rapid and sustainable development of Vietnam Statistics based on improving the organizational system, the quality of human resource; the advanced statistical methods using modern technology. • The establishment of centralized, unified, coherent and effective national information system at the intermediate level in 2020 and at the advanced level in 2030. Specific objectives • Developing the system of ministerial statistical indicators: completing all the 3 systems in 2020, meeting the 6 quality criteria and ensuring the comparison with the international standards. • Establishing the national information system with the coordination, sharing and connection among the organizations; building the database; building the socio-economic statistical data warehouse in 2020. • Improving the SNA implementation; implementing the GDDS and applying the SDDS. 13

  14. 3.3. Solutions GSO Group 1. Improving the legal framework and coordination mechanism • Amending and supplementing the Statistics Law and the relevant documents; strengthening the statistical inspection system; • Building and promulgating the document of information coordinating, exchanging, sharing and connecting mechanism; • Building and promulgating the policy of statistical information dissemination; • Establishing the legal basis to develop some statistical services. 14

The statistical work • Improving the capacity of scientific research in statistics; • Compiling and disseminating the materials of statistical methodology; • Building and standardizing the statistical processes; • Improving the statistical methodologies and sampling survey methods; • Improving the checklists; • Building and publishing the important balance sheets; • Expanding the application of SNA; • Renewing and improving the quality of statistical information collection; • Closely combining among the following solutions: - Effectively collecting the information to measure the quality indicators and synthetic indicators; - Renewing the activities of processing, synthesizing and disseminating statistical information; - Strengthening the statistical analysis and forecast. 15

The application and development of Information Technology in Statistics • Applying IT in statistics to improve the effect of statistical activities and establishing the national information system with the computerization; • Synchronously investing the IT infrastructure; • E-survey; developing the application software; • Building the centralized database and statistical data warehouse at the GSO and ministries; • Developing the e-government applications of the State Statistical system. 16

The organization and human resource • The centralized statistics: renewing the organizational structure with the specialization of statistical activities; • The ministerial statistics: improving the organization; • The statistical civil servants in accordance with the standards regulated in the Statistics Law; • Establishing the statistical collaborator force; • Supplementing and improving the standards of statistical civil servants; • Renewing the activities of training, recruiting, managing and using the professional and enthusiastic statistical human resource; • Expanding the size and improving the quality of statistical training activities;; • Training the statistical human resource at graduate and postgraduate degrees . 17
