  2. IRP Registration Process Provides mechanism for tying vehicle information to the motor carrier responsible for safety. This linkage between the carrier and vehicle enables State and Federal Governments to: 1)   Identify the motor carrier(s) responsible for the safety of the vehicle(s) 2)  Monitor the safety performance at both the carrier and vehicle level.

USDOT Number Requirement Action IRP Registration DOT Number Requirements Registrant Level USDOT Number of the Registrant Record USDOT Number in Section C of IRP Schedule A or IRP Schedule C and the appropriate USDOT Number of the motor carrier responsible for safety in the appropriate column in the vehicle section. Indicate if the lease is for the full registration year in the appropriate column. Individual Vehicle Level Two General Situations Apply: 1. USDOT Number of the motor carrier responsible for safety if known and expected to stay the same for at least 30 days from the renewal. 2. USDOT Number of the Registrant as a default if the motor carrier responsible for safety is unknown, or expected to change within 30 days of renewal. • When Registrant and Motor Carrier Responsible • for Safety of All or Some of the Vehicles at the Time of Registration are Different

Example 1 Registrant DOT # 222222 ABC Motor Carrier registers its three trucks and does not lease any of its trucks. “N” in column 22 indicates that Carrier Responsible for Safety will not change during registration year. 222222 N 222222 N 222222 N Vehicle: DOT # of Carrier Responsible for Safety

  8. Example 3 Registrant DOT # Big Truck Lease is renewing its registration. The motor carrier responsible for safety for its 3 trucks will change in 4 months. 666666 The DOT # of the motor carrier responsible for safety at the time of registration should be recorded unless it is expected to change in the next 30 days. Default Motor Carrier • Vehicle registrant becomes “default motor carrier” responsible for safety when: • - Responsible carrier will change within the next 30 days • Example: Trip leased truck as in next slide • Responsible carrier not known at time of registration • Note: The number at the vehicle level (motor carrier responsible • for safety) must be a “motor carrier” number and cannot be • a “registrant only” number.

  11. Example 5 Registrant DOT # Big Truck Lease registers its three trucks. Truck 1 is long-term leased to ABC Motor Carrier. Truck 2 is long-term leased to XYZ Motor Carrier.   12. Example 6 Registrant DOT # ABC Motor Carrier has a fleet of 3 Owner operators on his IRP account. The owner operators all have their own authority and their own DOT numbers.   13. Example 7 Registrant DOT # 888888 Owner Operator X registers his own truck. He trip leases to different motor carriers throughout the year. 888888 Y Owner Operator X is the default motor carrier. Vehicle: DOT # of Carrier Responsible for Safety

In Summary • This presentation showed how to properly assign the USDOT # that should be maintained for the Motor Carrier Responsible for Safety. • Individual States will maintain this value within their State IRP Systems. • When updating SAFER from State IRP Systems: • The DOT # of the Motor Carrier Responsible for Safety is populated in the “Safety USDOT Number” field of the T0022 (IRP Registration Input) Transaction. • The DOT # of the Registrant is populated in the “Account Owner USDOT Number” field of the same T0022 Transaction.
