  3. HERA and the Framework Agreement • Every HEI to negotiate its own deal with TUs Goldsmiths: • HERA (Higher Education Role Analysis) • Big sample: unique roles (over 100) and representative roles (350) • National Library of Academic Role Profiles

  4. HERA and the Framework Agreement • Jobs analysed by : • Role profile forms • Job descriptions • Interviews • Verification • Role Analysts and Panel • Check with HoDs • Reverify • Allocate score

  5. HERA and the Framework Agreement New single Pay Scale • Replace all other Pay Scales • 10 grades • No more than 5 years to get to top of grade before contribution points • Dropped points 1, 5 and 11 of National Scale • Added London Weighting • Provision for recruitment and retention premia

HERA and the Framework Agreement • Copies of Pay Scales in agreement and handouts • Operate from 1 August 2006 White circles • 53% of UCU staff group: 1.23% pay increase average • 42% Unison grouping: average 0.61% increase Green circles • 38% of UCU group: 8.12% average increase • 50% of Unison group: 13.76% increase

  7. HERA and the Framework Agreement Red circles • 9% of UCU group: average increase 1.11% • 8% of Unison group: average increase 1.82% Pay protection • Yrs 1 and 2 - % increases • Yrs 3, 4 and also 5 – cash protection • Do all we can to reduce red circles now and going forward

  8. HERA and the Framework Agreement • Allocate grade – HERA points • Go back to 2006 and move onto new scales – same salary or nearest point above. If green circled, move to bottom of new grade • Track through to now, including any increments (2006 and 2007) and pay rises. Work out what you have been paid and what you should have been paid – give you back pay with 5.3% interest No one loses immediately and some gain significantly.

HERA and the Framework Agreement • Everyone on one scale • Simplified grading • Everyone gets increments • Everyone can progress to top of scale • Everyone eligible for contribution points if excellent performer • Fair and objective • Lowest rates well in excess of min wage: £8.35 in May 2008 • Adds 4.3% to pay bill

HERA and the Framework Agreement Harmonised Terms and Conditions Standard week: 35 hours – lowest we are aware of in sector and generally, many places still 36, 37 or 37.5 hours Sick absence benefit: all to get the same • 0-3 years: 3 months’ full and 3 months’ half pay • 3 years plus: 6 months’ full and 6 months’ half pay

HERA and the Framework Agreement Holidays Grade 1 to 5 • 0-5 years’ service: 22 days + 8 Bank Holiday (BH) + 6 College closure days (CC) = 36 days • 5 years’ plus service: 27 days + 8 BH +6 CC = 41 days • Shorter service requirement: 5 years not 7 years Grades 6 to 10 • 28 days + 8 BH + 6 CC = 42 days • Equalised with academic staff

  22. HERA and the Framework Agreement Probation Generally: • One year’s probation for all new staff: 5 month review and 10 month review. For support staff wef 2008 • Move academics from 3 years’ ‘probation’ to training for early career and assessment to move from Lecturer A to Lecturer B • Actual probation will be 1 year, though it will probably take us until 2009 to introduce

HERA and the Framework Agreement Notice periods • Everyone: 0-6 months: 1 week on either side • Grades 1 to 5:6months to 4 years: 1 month either side4 years’ plus: 3 months’ either side • Grades 6 to 10: 6 months to 1 year: 1 month either side1 year plus: 3 months’ either side* *Academics: 3 months to include full term

  24. HERA and the Framework Agreement Still to agree detail on: • Promotion systems and criteria • Hourly paid staff: VTs and ATs in particular

  25. HERA and the Framework Agreement Summary • Not without cost: 4.3% average on top of • Increments • August 2006: 3% or £515 whichever greater • February 2007: 1% • August 2007: 3% • May 2008: 3% or £420 whichever greater • October 2008: 2.5% or RPI, whichever greater

HERA and the Framework Agreement • Everyone will get some benefits and some will get very substantial additions to: • pay • and/or holidays • and/or sickness benefit • and/or hours reduction • and/or notice periods • Already have excellent pensions provisions and other terms and conditions, which we keep under review
