  2. Local Unit of Government under Public Act 7 of 1967 • Audited as a local government as guidelines are more restrictive AND…. • Non-Profit Organization • 501(c)3 • DCC serves as the administrative entity overseeing Downriver Mutual Aid (DMA) operations

  3. DCC Overview • DCC employs 140 people to operate 9 locations throughout Wayne County • DCC receives over 85% of its funding through state and federal grants • Administering over 62 funds • DCC must adhere to ALL state, federal, local and internal policies

  4. Approvals The DCC is requesting approval of the following items as required by its funding agencies: • Budget • Fiscal Policies • Employee Handbook • Code of Business Ethics

  5. The Budget…. DCC = $12,086,071 Plus DMA = $7,680,557 Total $19,767,028

  6. Budget Reduction: Steps Taken • Eliminate one time capital expenditures (savings over $100,000) • Maximize the flexibility of part time workers • Attrition – positions not replaced • Eliminate and reduce temporary and contractual positions as funding ends • Fully utilize EUC funds to support Employment Services • Cross train employees to work in other departments

  7. Fiscal Policies All policies stayed the same with the exception of the following: 1. Procurement – identifies four procurement methods 2. Travel – includes language to follow the more restrictive guidelines

Employment Policies • Some federal agencies require DCC to be “merit staffed” for funding • Merit staffed requires the DCC to: • Recruit, select and advance employees on their relative ability, knowledge and skills • Provide equitable and adequate compensation • Train employees • Retain employees on the basis of performance • Assure fair treatment of all applicants and employees, including EEOC • Assure employees are protected against coercion for political purposes

Employee HandbookCode of Business Ethics All policies stayed the same with the exception of: • New employee’s have a 90 day waiting period before eligible for benefits • Paid Time Off Policy New employees accrue 4 hours/month for 1st year Existing employees grandfathered • Full Time vs. Part Time Part time employees identified as those working 25 hours or less per week Code of Business Ethics – employees must read and sign annually
