  4. Aeronautical spectrum allocations will continue to be under significant pressure from other sectors for the foreseeable future. New spectrum bands for aviation use are unlikely to be made available. The assignment and use of spectrum within a State will remain a sovereign issue and voting rights at ITU World Radiocommunication Conferences will remain only with Member States.
