BRANCHES VET • Accredited. • It’s focused on “young” people. • It’s subdivided in: initial, intermediate and advanced. • It depends on Ministry of Education (central and autonomous government). • Where? BRANCHES VET • Continuing. • It’s focused on employed people. • Result of a initiative coming from companies or workers. • It depends on Ministry of Labour (central and autonomous government). • It’s mainly managed by companies and trade unions. • It doesn’t exist an official accreditation. • Where? Schools that depends on “Labour”, authorized collaborators (trade unions, etc). A very small percentage also in CIFP. BRANCHES VET • Occupational. • It’s focused on unemployed people. • To foster the professional insertion and reinsertion of these individuals. • People from 16 to 67 years old. • It depends on Ministry of Labour (central and autonomous government). • It doesn’t exist an official accreditation. • Where? Schools that depends on “Labour” and authorized collaborators (trade unions, etc.). A very small percentage also in CIFP. NATIONAL INSTITUTE OF QUALIFICATIONS (INCUAL) • Created in march 1999. • Need: Bringing VET’s up to date. • Aims: • To unify criteria between VET’s under the authority, respectively, of the Ministries of Education and Labour. • To create a suitable framework to carry out a process to recognize, assess and accredit professional competences (formal and informal learning). NATIONAL INSTITUTE OF QUALIFICATIONS (INCUAL) Professional qualification (PQ): It’s defined as a set of professional competences significant in employment which can be acquired through vocational education and training (VET) modules or any other kind of learning structure as well as through work experience. NATIONAL INSTITUTE OF QUALIFICATIONS (INCUAL) Functions. • To observe qualifications and their evolution. • To determine qualifications. • To accredit qualifications. • To develop the integration of professional qualifications. • Follow-up and assessment of the National Program on vocational training. NATIONAL CATALOGUE OF PROFESSIONAL QUALIFICATIONS • It’s defined, drawn up and updated by INCUAL. • It comprises the most important PQ of the Spanish productive system. • 26 professional families and 5 levels of PQ based on professional competence required for each activity. • It provides a common referencefor the integration of the vocational education and training offer in order to enable the capitalization of learning and the promotion of lifelong learning. • It includes the VET contents corresponding to each qualification. The contents are organized in modules, which are included in a Modular Catalogue of Vocational Education and Training.   9. PQ STRUCTURE • Every PQ consists of competence units. • The competence unit (CU) is the minimum set of professional competences which can be partially recognized and accredited. • Every CU is linked to a learning modulewhich describes the necessary learning to acquire that competence unit. • This structure facilitates the assessment and accreditation of the every workers CU acquired both through work experience and non-formal or informal learning. • Recognized and accredited CU can be accumulated so as to obtain the accreditation of a PQ, an official diploma on VET or an Occupational Aptitude Certificate. LEARNING OFFER RELATED TO NATIONAL CATALOGUE OF PQ The National Catalogue of Professional Qualifications is the basis upon which is developed the training offer aimed to obtain the VET Diplomas, Certificates of Professional Standards and the accumulative modular training offer linked to a unit of competence as well as other training offers adapted to people with special needs. VOCATIONAL INITIATION PROGRAMS • They are addressed to students who have not obtained the certificate in Compulsory Secondary Education (ESO). • The educative Administrations are responsible for organizing these programs. • All the students achieve professional competences of level 1 qualification and that students have the chance to join the labour market and increase their basic competences in order to continue their studies. • It offers the chance of achieving the ESO diploma.   14. VOCATIONAL INITIATION PROGRAMS • 3 types of modules: • Specific ones referring to the CU related to level 1 of the National Catalogue. • Formative ones of a general nature that increase basic competences and encourage the transition from the education system to the labour market. • Other ones of a voluntary nature for students, which lead to the ESO diploma (level 2). • Duration: 2 years (1 compulsory + 1 optional). • (1st year) Students who pass the compulsory modules will obtain a certificate, awarded by the Education Administrations, that will accredit the PQ acquired with the right to obtain the corresponding Certificates of Professional Standards awarded by labour Administrations.   15. VOCATIONAL EDUCATION AND TRAINING DIPLOMAS • An intermediate or advanced VET diploma, includes at least 1 professional qualification (PQ). • Besides one or several complete PQ’s, a VET diploma can include some competence units belonging to another PQ’s. • It consists of a range of formative cycles organized into modules of varying duration and with theoretical-practical contents relevant to the different professional fields. VOCATIONAL EDUCATION AND TRAINING DIPLOMAS • Modules (subjects): • Associated with a CU (the most specific). • Cross-curricular basic (aimed to develop basic cross-curricular skills).* • There’s a module on Vocational Training and Guidance (guidance on the labour market, understanding relevant legislation, compliance with basic health precautions and identifying the most common hazards). • A module of training in a working place is included.   17. VOCATIONAL EDUCATION AND TRAINING DIPLOMAS • Options: • Ordinary (“Presencial”). The most usual. All the modules are taught in a daytime classes. • Adults (“Modular”). All the modules belonging to a VET diploma must be teach during 3 years in a nighttime classes. • Distance and online. It’s still in the beginning but the educative administrations want to promote it and to increase the number of VET’s diplomas in this category. It also depends on its specific nature. • Dual system. Students are working and studing at the same time carrying out a curricula under the supervision of the school and the company.   18. VOCATIONAL EDUCATION AND TRAINING DIPLOMAS • Schools: • Secondary education school (also ESO and Baccalaureate). • Vocational training integrated school (also continuous and occupational VET’s). • National reference school (idem as before). • Progression: • Failed modules with a timetable allocation equivalent to up to 25 % of the duration of all 1st-year modules at the end of the 1st-year: students may progress to the following year following a programme of remedial activities. • If the total is higher than 25 %, students have to complete again all curricular activities corresponding to the failed modules.   19. INTERMEDIATE VET DIPLOMAS • Professional competences of level 2. • Duration: 1,5-2 years (2000 hours including 410 hours of training in working place). • Age: 16-18 years old. • Access: • Candidates must hold ESO diploma or an equivalent certificate. • (without this certificate) Students may be admitted if they are 17 or older and they pass an entrance examination.   20. ADVANCED VET DIPLOMAS • Professional competences of level 3. • Duration: 1,5-2 years (2000 hours including 410 hours of training in working place). • Age: 18-20 years old. • Access: • Candidates must hold Baccalaureate diploma or an equivalent certificate. • If they are 19 or older and they pass an entrance examination. • It they are 18 and holders of the intermediate VET diploma in the same professional area.   21. CERTIFICATES OF PROFESSIONAL STANDARDS • Its origin is in the labour administrations. • One Certificate of Professional Standards (CPS) accredits one professional qualification (PQ). • The VET offer aimed to get a CPS is organized in modules to promote a partial cumulative accreditation of the learning enjoined, providing also the training path's development and the lifelong learning. • In a coming future all the continuous and occupational VET’s will be associated to a CPS.   22. RECOGNITION, ASSESSMENT AND ACCREDITATION OF QUALIFICATIONS • Set of procedures to recognize, assess and accredit the PQ acquired through work experience or any other type of non-formal learning. • Basis of this process: assessments reliability, objectiveness and technical rigor. • When the professional competences of an employee are assessed and they are not sufficient to complete the qualifications included in a diploma of vocational education and training or an Occupational Aptitude Certificate, a partial cumulative accreditation is awarded. Thus, if the employee wishes to do so, he/she will be able to complete the training in order to obtain the relevant diploma or certificate.
