  2. Counselling and Testing Good practices • National Counselling and testing policy in place • National training curriculum available • Trained counsellors present • Counselling and testing centres opened in all districts

  3. Counselling and Testing… Good practices • PHAS/expert clients involved • Rapid testing is good: saves time to get results • Community counselling aides trained

  4. Counselling and Testing… Gaps / Challenges • Counselling policy is not widely disseminated • Training curriculum is not widely known • Minimal private sector involvement (PFP) • Inadequate laboratory resources: staff, kits, CD4 and viral load equipment

  5. Treatment Good Practices • Policy guidelines and standards available • Training in comprehensive HIV/AIDS care done • PHAs accessing ARVs • Treatment centres accredited in all districts • Drugs for OIs including TB is accessible

  6. Treatment… Good Practices • Septrin prophylaxis introduced • Introduction of ARVs for children • Improved health worker / patient relationship • Collaboration between health workers and traditional herbalists e.g. herpes zoster treatment

  7. Treatment… Gaps / Challenges • Diagnostic and treatment centres few & not well distributed • Policy guidelines not well disseminated • Not all providers are trained in comprehensive HIV/AIDS care • Home based care givers not trained in comprehensive HIV/AIDS care

  8. Treatment… Gaps / Challenges • Counselling on ART inadequate • Inadequate follow up of clients especially at home • Inadequate resources, including human resource • Inadequate ARVs, OI drugs and irregular supply • Inadequate preparedness for treatment, adherence and sustainability

Priority Interventions 06/07 • Train more counsellors, counselling aides, laboratory personnel & scale up of HCT services MOH • Provide the necessary drugs & supplies to eliminate stock outs: ARVs, Septrin, OI drugs, testing kits MOH/MOF/MOLG/DP/PS • Improve on the timeliness & accuracy of reports MOH/LGs • Meaningful involvement of persons living with AIDS (MIPA) PHA Forum/CSO/MOH

  10. Priority Interventions… • Regularise the position of a counsellor in the public service MOPS • Scale up ART / PMTCT services to all health centre IV MOH/LGs • Improve on the HMIS at all levels MOH/LGs/UAC • Train more providers in palliative care MOH/Hospice

  11. Priority Interventions… • Review & modify WHO guidelines to suit the rural communities MOH/UAC/LGs • Establishment of linkages between the PMTCT and ART services MOH/UAC/LGs • Disseminate nutrition guidelines in relation to ART MOH/PHA Forum/CSO • Community mobilisation and sensitisation to enhance uptake of the available services LGs/PHA Forum END
