  2. Consumer-directed Personal Assistance Services (PAS) Has been provided since 1985 Available in all 100 counties Currently serving 350 individuals

  3. Goal of the ILRPPAS: Promote a philosophy of independent living Consumer control to maximize one’s function in their home, family and community Home health agency rarely used and allowed only for a short period of time

  4. Eligibility Individuals Must: Have a significant disability Be eighteen (18) years of age or older Be financially eligible based on household income Be intellectually and emotionally capable of directing and managing a personal assistant Need hands on assistance with two or more major activities of daily living (ADL)

  5. Housekeeping or chore worker service: Provides a safe and healthy living environment and promotes community inclusion. Secondary to hands on ADL activities Not only service needed

  6. Services not provided under PAS: Supervision Monitoring Companionship Cuing (reminder or prompting to complete task) Respite services.

  7. Prioritization for receiving PAS Due to funding limitations for this service and the often large number of requests received, applicants are prioritize as follows: Living in an institution who require PAS as part of discharge plan At risk of being placed in an institution within the next 90 days Not in immediate danger of being institutionalized or need PAS to maintain employment

  8. PAS Evaluation, Comparable Benefits and Maximum Hours Evaluation conducted to determine client’s ability to participate in and benefit from PAS PAS not sponsored unless all hours on evaluation are covered by paid and/or in-kind providers Comparable benefits must be used first DVRS will not sponsor more than 40 hours per week

  9. Client as Employer Currently, Clients are responsible for: Recruiting, hiring, managing, and firing their assistant(s). Paying their assistant(s) and federal/state employer-related taxes Complying with federal/state employer-related reporting requirements

  10. Personal assistant(s) hired by the client: May reside in the same residence May be a family member Must be eighteen (18) years of age or older Do not require any state licensure or certification

  11. In the near future, DVRS will be using a fiscal agent who will: Pay the assistant(s) and federal/state employer-related taxes Comply with federal/state employer-related reporting requirements Provide worker’s compensation insurance coverage

  12. Client Contact by Counselor: Annual face-to-face visit Annual telephone contact More contact if needed To monitor client’s independent living status, make suggestions or assist with situational changes
