  13. New in 2019 • Rapid Extraction Module (REMS) • REMS is a resource team assigned to incidents to provide rapid extraction of sick or injured firefighters to get them to a drop point or helipad. Wildland fire is inherently dangerous, and in the event of a serious incident or accident the REMS is capable of providing emergency medical care during the extraction of the firefighter. • REMS orders go to the Buying Team. • The FACT is soliciting for vendors that can meet the specifications. • They will be on the source list in ITEAM.

New in 2019 – REMS continued • Minimum staffing and training of REMS: • 1 Paramedic Fireline Qualified (EMPF) • 3 Emergency Medical Technicians Fireline Qualified (EMTF or AEMF) • 1 NWCG Firefighter Type 1 (Squad Boss) • 3 NWCG Firefighter Type 1 or 2 • 2 Technician Level in Rope Rescue (NFPA 1006) • 2 Operations Level in Rope Rescue (NFPA 1006).

New in 2019 – REMS continued • REMS will arrive at incident with a 1, 4x4 Vehicle, and 1, 4x4 Utility Terrain Vehicle (UTV) Side-by-Side, capable of transporting patient over rough terrain to extraction drop point or helipad. • REMS personnel will be expected to operate in arduous conditions including: rough, rocky, steep, and unstable terrain. • Utilization of litters to carry personnel out of areas may or may not be possible due to the types of terrain the patient is in. • Utilization of UTV may be utilized to extract patients from the extraction area where terrain allows.

New in 2019 – REMS continued • Rope rescues may be required to extract patients from the accident site to the medical evacuation site. • Personnel will operate under the training they are qualified for whether it is at the Technical Level or Operations Level in rope rescue (NFPA 1006). • Personnel will arrive at incident providing all of the required extraction equipment and ropes, and all equipment and ropes utilized for rope rescue must comply with NFPA 1983.

New in 2019 – REMS continued • REMS is a resource team assigned to incidents to provide rapid extraction of sick or injured firefighters to get them to a drop point or helipad. • The intent of REMS is not to transport from the incident site to medical facilities. • They are an extraction resource.

  19. VIPR Agreement Refresher • Date and Time Needed • It’s at the incident discretion on how long you will wait for the vendor either at ICP or at a designated location. Always report to Finance if a vendor was late or didn’t show up by the date and time needed. • D.6.5.4 The vendor will be paid for travel to and from the incident from the equipment City and State they designated in their offer. To be paid vendor must meet date and time needed.

  20. VIPR Agreement Refresher • Non-Compliance • A vendor is in non-compliance when they do not meet the agreement specifications. • These situations need to be documented. • There are situations where the IC may approve a period for the vendor to come into compliance, pursuant to the agreement; 24 hours may be approved, but there is no guarantee the vendor will receive any time. • Documenting non-compliance is critical information for the C.O. Depending on the severity and frequency of the non-compliance it can lead to suspension of the agreement.

  21. VIPR Agreement Refresher • D.19 -- Workmanship • (a) All work under this agreement shall be performed in a safe manner to a professional standard. • The goal of performance under this agreement is the suppression of wildland fire, and the other emergency incident responses. • The Incident Commander may release, from an incident assignment any contractor deemed incompetent, careless, or otherwise objectionable including for a violation of the Harassment Free Workplace Policy (Exhibit C). • It will be left to the discretion of the Incident Commander to demobilize an entire resource, or to allow replacement of the non-compliant personnel. • Documentation of the “rationale for release” shall be provided to the CO, subsequent to the action.

  22. VIPR Agreement Refresher • D.19.1 – Incident Behavior • It is extremely important that inappropriate behavior be recognized and dealt with promptly. • Inappropriate behavior is any form of harassment; including sexual and racial harassment. • HARRASSMENT IN ANY FORM WILL NOT BE TOLERATED. • Non-prescription and Federally-illegal drugs and alcohol are not permitted at the incident. Possession, or use of these substances will result in the Contractor being released from the incident. During off-incident periods, personnel are responsible for proper conduct and maintenance of fitness for duty.

  23. VIPR Agreement Refresher • Performance Evaluations • Evaluations can be found in Exhibit E in every VIPR agreement. • D.2.0 states the requirement, and process for completion. • If any rating is above satisfactory or below satisfactory, it will need to have written justification within the evaluation. • Your written feedback should ONLY reflect the agreement requirements. • Discuss the rating, obtain the contractors signature, and turn a copy in to the Finance Section.

  24. VIPR Agreement Refresher • D.6.8 Demobilization • The Incident Commander will determine the priority of demobilization. • NWCG Standards for Interagency Incident Business Management – Chapter 20 • When demobilizing contract equipment, vendors awarded an agreement as a result of competitive solicitations, shall be given priority to remain on the incident over resources with incident only agreements, unless the IC determines it is necessary to deviate based on a specific incident need or objective. Reference the National Interagency Mobilization Guide.

  25. Assigning Work Outside the Agreements • Utilizing resources for overhead positions outside of the agreement under which they were hired. • FELB, FAL1, MEDL, HEQB, etc. Doing this puts the contractor at risk, as well the individual that directs/asks them to perform work outside of their agreement.

  26. Rumor Mill • There is a rumor going around in the Pacific Northwest that FACT is not support anything BLM incidents. This is not the case. • We will provide services as we have in the past to the best of our ability within staffing limitations.
