Address Verification Service 2 • Current Landgate Situation • Envinsa AVS system is due to expire in August 2012 • Existing System is 2 versions behind latest release of the software • Issues • Restricted Envinsa license; Landgate not allow to on sell the AVS services • Existing system does not conform to new standards • To upgrade to the latest release of the software will require a significant amount of development • Tender required to extend existing agreement after 2012 www.landgate.wa.gov.au

Address Verification Service 2 Proposed Solution • Partner with PSMA • Provides a modular framework that allows the solution to grow according to demand • Conforms to new NAMF and AS4590 Addressing standards • Is capable of providing underpinning services to SAIP • Is in line with other states (solution being adopted by Victoria and Tasmania) • Reduces cost of ownership • Allows Landgate to develop new service offerings (e.g. Data Scrubbing) www.landgate.wa.gov.au

Address Verification Service 2 Benefits • Economy of scale is promoted through the sharing of costs, such as development and on going costs, with the other jurisdictions nationally. • Modular approach – framework can be expanded as required to adopt new services. • Underpins Street Address Improvement Program (SAIP) service offerings . • Aligned with the national approach as undertaken by other interstate jurisdictions. • Landgate would only have to manage a single point of contact, PSMA. • PSMA would be responsible for negotiations and management of all external and third party contracts for the Postal Address File (PAF) and the Geocoded National Address File (GNAF) datasets. • Partnering with PSMA will provide governance around address management through compliance to AS4590 – 2006 Interchange of Client Information. Additionally, PSMA’s experience within the industry will positively contribute to the delivery of the project. • Least risk approach. • Ease of management and reporting. www.landgate.wa.gov.au
