  2. Existing Conditions • Thru-stop • Each leg with two lanes of approach • RT/bypass lanes on 61 • Thru/left and RT lanes on county approaches • Average Daily Traffic: • Hwy 61: 9,700 • CSAH 4: 4,100 • CR 4A: 1,400 • Hardwood Creek Trail

Existing Conditions, cont. • Safety, 2008-2010: • 10 crashes (14 people injured) • No issue with recognizing stop condition • #473 in crash cost* • Compared to other similar intersections: • 2x higher % right angle • 3x higher % rear end • 2.5x higher crash rate * 8,200+ intersections in ranking

  4. Project History • City, county, state priority • HSIP Regional solicitation for 2013-2014 • Submitted as traffic signal with turn lanes • Received funding for 201420122013

  8. Construction Staging Options • Full closure • ~$1.2 million – no city cost • 2-3 months, summer • Incentives, A+B, lane rentals to minimize length • Benefits: quicker completion, less expense, safer, better product

  9. Construction Staging Options • Temp bypass • Hwy 61/4A as temp all-way stop, three legged intersection • +$200k (no city cost) • 3.5-5 months • Impacts school year • 3 weeks full closure • Benefit: keep intersection partially open

  10. Landscaping Options • No hazards in the middle or clear zone (trees, boulders) • Grasses, shrubs, flowers, perennials are ok • Standard landscaping: minimal maintenance seed (similar to signal option) • City responsibility for Costs/maintenance above standard TH 7/TH 25 St. Bonifacius
