  4. Country Scenario • The Philippines is producing more and better HRH • HRH are enormous but unevenly distributed in the country • The Philippines is a major source of health professionals to other countries • Leading exporter of nurses to the world • Second major exporter of physicians • Large exodus of nurses and physicians (as nurses) in recent years has been unparalleled in the migration history of the country

Country Scenario • In 2012, the DOLE created the NARS (Nurses Assigned in Rural Service Project) a training cum Deployment Program to help the unemployed nurses, helping them obtain a certificate work experience as well as promote health of the people by collaborating with the government. • In February 2011 , the Rnheals Project was conceptualized to make essential health goods and social services available to all Filipinos. This is a training cum deployment project in collaboration with DSWD, PRC-BON, DILG and PNA. • In 2014, the Nurse Deployment Project started its first batch with 10, 000 nurses with assignment giving preference to the municipalities under the 44 Focus Geographical Areas (FGAs), Accelerated and Sustainable Anti-Poverty (ASAP), Whole of Nation Initiative (WNI) and Bottom-Up Budgeting (BUB) projects

DOH DEPLOYMENT PROGRAM • The Department of Health (DOH) Deployment Program is a composite of several human resources for health that aims to deploy, community-oriented and dedicated human resources for health to difficult areas. It utilizes training cum deployment approach designed for selected registered health professionals and grantees of DOH led scholarship programs. Notably, the program aims to achieve the following: • Improve access to quality healthcare services; • Address the inequitable distribution of healthcare professionals and augment the need for human resources for health specially in rural, underserved, hardship communities; and • Improve local health systems that will support the country’s attainment of universal health care or “KalusuganPangkalahatan”. • Increase the health workers’ employability through the provision of learning and development opportunities;

DOH DEPLOYMENT PROGRAM • The DOH deploys among others, doctors, nurses, midwives, dentists, medical technologists and public health associates through its component programs namely : • Doctors to the Barrios Program (DTTBP) • Universal Health Care (UHC) Deployment Project • Nurse Deployment Project (NDP) • Rural Health Midwives Placement Program(RHMPP) • Dentist Deployment Project (DDP) • Medical Technologists Deployment Project (MTDP) • Public Health Associates Deployment Project (PHADP) and • Medical Pool Placement and Utilization Program (MPPUP)

  9. Nurse Deployment Project • One of the projects under the Department of Health (DOH) Deployment Program that aims to deploy, community-oriented and dedicated nurses to difficult areas. Notably, the project aims to achieve the following: • Augment the nursing workforce in the Rural Health Units/Birthing Homes and Barangay Health Stations thus provide access to health services for the marginalized population; • Provide employment and work experience for nurses in rural areas and underserved communities and • Address the proliferation of the so-called “volunteer nurses for a fee” (i.e., working in hospitals without being paid, albeit, they themselves pay the hospital to obtain a certificate of work experience

Project Description • Deployment of registered nurses for the improvement of local health systems and support to the attainment of Universal Health Care or KalusuganPangkalahatan • Nurses shall be hired under contract of services with a position of Public Health Nurse II. Contract for six 6) months that can be renewed based on a very satisfactory performance • 9,349 nurses will be hired for January 2017 – December 2017 • Assignment in priority areas covering 1,491 municipalities, 143 cities and 13 districts of Metro Manila giving preference to 44 Focus Geographical Areas (FGA), Accelerated Sustainable Anti-Poverty Program (ASAP), Whole of Nation Initiative (WNI) • After satisfactory completion of the project, the Nurses are awarded with a Certificate of Completion and Employment

  12. Functions Public Health Nurses under the NDP Focus on assisting PHNs in implementing programs, health education, and preparation of reports. Conducts regular visits to priority households under the National Household Targeting System for Poverty Reduction (NHTS-PR) Prepares health status reports of families based on the NHTS-PR priority households Plans for appropriate interventions on the identified health concerns of families under the priority NHTS-PR Assists in the conduct of regular monitoring and evaluation of various health programs under the NHTS-PR

  13. Functions cont’d. Public Health Nurses under the NDP Focus on assisting PHNs in implementing programs, health education, and preparation of reports. Assists in the conduct of disease surveillance Maintains Barangay Health Stations Conducts health education and training Assists in the preparation of reports on clinic and community activities.

Salaries and Benefits • Public Health Nurse II - Salary Grade 17 • Monthly Salary of Php 32,747.00 for 2017 2nd tranche of the Salary Standardization Law 4 • Enrollment to PhilHealth Insurance • Enrollment to GSIS Personal Group Accident Insurance • Local/Regional Trainings (ie, Orientation on Disease Surveillance, Family Planning Counselling, etc. )

Other Alternative Employment under the DOH Deployment Program • Universal Health Care ( UHC) Implementers • Licensed in any health related profession • Monthly salary of 27,565.00 – SG 15 • Areas of Assignment - Rural Health Unit • 2. Public Health Associates • Graduate of any 4 year health related courses • Monthly salary of P21,387.00 – SG 12 • Area of Assignment – Provincial Health Office, Rural Health Unit

Functions • Universal Health Care (UHC) Implementers • Focus on localization of UHC policies and sustainable health financing • Localize and develop implementing mechanisms of support policies for UHC in coordination with the DOH reps and the Municipal Health Officer (MHO): • RA 10351 (Sin Tax), RA 10354 (RPRH), RA 10606 (Am RA 7875 NHI Act of 1995), AO 2014-0046 (SDN for UHC), AO 2014-0044 (Installation of HRHMDS) • Assist the MHO to enhance and sustain the implementation of management systems for UHC (governance, information, human resource, regulations and finance)

UHC Implementers Focus on localization of UHC policies and sustainable health financing Assist to increase coverage of Philhealth insurance and recommend to the MHO mechanisms to ensure appropriate allocation and efficient utilization of capitation funds for health Assist the MHO to ensure relevance of rural health team competence Establish and maintain the SDN referral system, and tracks referrals

Functions • Public Health Associates under the PHADP • Focus on Monitoring & Evaluation mechanisms and ensuring timely and adequate logistic support for UHC policy and program implementation. • Enhance and sustain logistics management systems • Assist the MHO/UHC implementer in the installation of effective and efficient M & E systems for UHC programs • Assist in the efficient collection, validation, analysis and evaluation of UHC program indicators • Encode field data into various health info systems

  20. Who May Apply? • Licensed of the Professional Regulation Commission (PRC) Philippines for NDP and UHC Implementers • Physically and Mentally Fit • Willing to be assigned in remote, depressed municipalities • Willing to render community health service

Requirements Documentary requirements to be submitted together with the application letter: • Four (4) copies of Personal Data Sheet • Certified True Copy of Diploma • Certified True Copy of Transcript of Records • Authenticated PRC board rating and authenticated PRC license (NDP and UHC Implementer) • Original copy of NBI Clearance
