  2. IAF TC WG on Credibility of MS Certifications 1. This WG was newly established by the IAF TC decision in Vancouver on Oct. 2009 for discussing various issues related with the credibility of MS certifications. 2. The first WG meeting was held on March 14, 2010 in Rio de Janeiro participating 21 members.

  3. IAF TC WG on Credibility of MS Certifications 3. The purpose of this first WG meeting is to discuss the following issues which were raised in the TC Vancouver meeting; 1) Payment of introduction fees to a consultant, 2) Implementation of ISO/IEC 17011 cl. 5.2.7 presented by FINAS.

Payment of introduction fees to a consultant: 1) There were a lot of discussions regarding the way of reducing the threat to impartiality to an acceptable level other than the 2 years rule. 2) Finally, TF has reached to a consensus that other ways can be considered subject to the satisfaction of the following conditions;

IAF TC WG on Credibility of MS Certifications CAB shall be able to demonstrate the following: • Transparency - all documentation relevant to this relationship are recorded and available on request to AB. The client and relevant CAB personnel are aware of this relationship and/or payment of commission/finder’s fee and that the CAB does not provide special treatment. • Management of the CAB has signed the relevant declaration of impartiality that includes reference to such relationships and their management.

  6. IAF TC WG on Credibility of MS Certifications • Risk assessment conducted for the specific relationship between the involved parties. Special attention given to the threats arising from relationships of the parties/individuals involved. • Impartiality committee reviews the effectiveness of management of risk due to such relationships. • A process is established to ensure there is no special treatment of clients during the certification process.

IAF TC WG on Credibility of MS Certifications • Instances of pressure or influence from management, consultant or client are reported and mitigated. • Additional witnessing of the audits may need to be conducted by the CAB. • Closer scrutiny of audit output and certification / recertification decisions. • Monitoring of such relationships through internal audit. • An AB may need additional time to assess the management of such relationships and may also need to conduct additional witness audits.

  8. IAF TC WG on Credibility of MS Certifications 5. Implementation of ISO/IEC 17021 cl. 5.2.7 presented by FINAS: 1) The WG on Credibility of Management System Certification has reviewed the paper submitted by FINAS. 2) After discussion and by consensus the WG disagrees with the position of FINAS that consultancy given by one of the CB's external auditors disqualifies the whole CB (not only the auditor) for two years.

  9. IAF TC WG on Credibility of MS Certifications 3) The WG also had consensus that it is expected that the CB would have a disclosure for the relation and will manage it according to the requirements of ISO/IEC 17021:2006.

  10. IAF TC WG on Credibility of MS Certifications 4) The reason of disagreement: According to ISO/IEC 17021 cl. 5.2.10, personnel who have provided management system consultancy shall not be used by the certification body to take part in an audit if they have been involved in management system consultancy towards the client in question within two years following the end of the consultancy. Cl. 5.2.7 only refers to the consultancy organization not to the individual consultant.
