Oceanic Fisheries Programme • Four sections/strategic objectives • Stock Assessment & related management advice • Data Management • Fishery Monitoring • Ecosystem Monitoring & Analysis • Delivery at regional (WCPFC), sub-regional (FFA, PNA, etc) and national levels • Capacity building is a cross-cutting objective • Currently around USD8 million budget, 80% from projects, 54 staff.

Regional – 1.2.1 Climate Change Forecasts • Current SPC major work areas • Development of spatial tuna population dynamics models with environmental forcing (SEAPODYM, EU-SciCOFish) • Interfacing SEAPODYM to climate change model scenarios to “envelope” medium to long-term responses of tuna stocks to CC (GIZ) • Monitoring tuna diet to assess impacts of environmental variation on mid-trophic levels of the pelagic ecosystem (AusAID)

Regional – 1.2.1 Climate Change Forecasts • Proposed OFMP II Activities 1.2.1.1 Use of SEAPODYM-CC forecast models to examine sub-regional to national impacts for target species 1.2.1.2 Begin assessment of CC impacts on key bycatch species of importance for food security 1.2.1.3 Tuna-diet sampling to monitor CC effects on mid-trophic levels 1.2.1.4 Analytical report on CC impacts on oceanic fisheries with recommendations • Current budget allocation $722,250 • CC and ecosystem modelling • Travel

National – 3.2.1 Fisheries Monitoring, Data and Information Management • Current SPC major work areas • National monitoring support/regional coordination, including artisanal fisheries (AusAID Food Security) • National observer programme support (standards, observer training, debriefing, trainer development) (EU-SciCOFish, NZ) • Data management and associated capacity building (data audits, TUFMAN support, data processing support) (EU-SciCOFish, AusAID Food Security, some programme funding support)

National – 3.2.1 Fisheries Monitoring, Data and Information Management • Proposed OFMP II Activities 3.2.1.1 Further development of TUFMAN, including integration into national IMS and enhanced use of VMS data for catch and effort estimation 3.2.1.2 Development of comprehensive unloading data collection 3.2.1.3 Support for national IMS systems, including the integration of data used for science, monitoring and management to develop/support national data warehouses and consolidation of national scientific data into regional databases • Current budget allocation $1,177,000 • National monitoring coordination staff/consultant costs • In-country support

National – 3.2.1 Scientific Support • Current SPC major work areas (EU-SciCOFish) • Development and updating of national web pages • Capacity building in tuna stock assessment and ecosystem analysis (currently in suspension) • Country-specific analyses on request (e.g., Fiji bioeconomic analyses) in support of Tuna management Plans • National assessments of regional and sub-regional management issues (e.g., FAD closure impacts, environmental impacts on albacore fisheries, artisanal-industrial interaction potential) • Briefing of FFA delegates in preparation for WCPFC meetings

National – 3.2.2 Scientific Support • Proposed OFMP II Activities 3.2.2.1 National assessments of regional and sub-regional management issues and country-specific assessments 3.2.2.2 Provision of advice on scientific aspects of WCPFC issues 3.2.2.3 Training, especially in stock assessment and ecosystem analysis • Current budget allocation $984,400 • Staff/consultant costs • Training workshops, attachments
