  2. BACKGROUND • Liberalisation of the water sector in developing countries (e.g., World Bank). • Liberalisation of public utilities in European countries. The European Water Supply and Sanitation sector (WSS) - liberalisation coming next?

OBJECTIVES • Examine explicit and implicit policies of the EU in the WSS • Existing and potential dynamics of de facto and de jureliberalisation • Identify possible water liberalisation scenarios • Assess implications of these scenarios (economic, ecological, social, legal, institutional and organisational) • Practical recommendations

  4. Originality and theoretical contribution of the research Sectoral dynamics Enterprise strategies Regulatorypractices Evaluate and analyse the interaction of three different elements:

  5. WORKPLAN Five Phases NOTE: Each year is divided into four periods of 3 months

  6. PHASE 1 EUROPEAN POLICY in: • The water and sanitation sectors • Resources management and river basin management • The liberalisation of public utilities

  7. PHASE 2 THE EUROPEAN WSS sectors today: • The markets and their dynamics (type of management and ownership) • Operators’ strategies (TNCs and SMEs) • From Legislation to Regulation

  8. PHASE 3 WATER LIBERALISATION SCENARIOS • Identification and description of plausible scenarios by: • Sectors • Regions • Market segments • Identification of driving forces • Comparison and assessment of different scenarios

  9. PHASE 4 IMPLICATIONS of the different SCENARIOS: • Economic implications (on consumers, operators, and sustainability) • Ecological implications (on quantity and quality of the resource) • Social implications (on employment, equity, and Universal Service) • Institutional, organisational, and legal implications

  10. PHASE 5 RECOMMENDATIONS: • Confronting the implications of the analysed scenarios to EU policies (as examined inPhase 1) • Provide “what-if” scenarios
