Goal • Reduce the vulnerabilities of coastal communities and cities in Tamil Nadu and Andhra Pradesh, India, to climate change and strengthen capacities of local authorities and the population on climate change adaptation (CCA), climate change mitigation (CCM) and disaster risk reduction (DRR).

Integration into development plans accelerated Multiple approaches for mainstreaming adaptation Key results include: • Rs. 1.57 crores allocated by AP government for expanding AdaptCap schemes and concepts in Vizag district • District disaster management plans in Vizag and Thiruvallur under review with NIDM, to integrate CCA and DRR • 16 Crores sanctioned in AP by the AP Community based tanks programme by the irrigation dept. • District officials appointed in Nellore to monitor the pilots and look at developing a climate change integrated plan at the district level

New approaches to CCA, CCM and DRR Example of Ponneri: Integration at the city level • City task force formed with key officials from Town Panchayat including Chairperson & RDO, CBOs, DRR experts and NGOs • MoU signed for project implementation • V&NA replicated in 18 wards, V&NA for entire Town Panchayat being discussed • Chairperson plans to present results to Chief Minister, TN • Attempts for integration with plans of different government flagship programmes Mr. Kandasami, Revenue Division Officer and Ms. DhanLaxmi Mohansundaram, Chairperson, Ponneri Town Panchayat, presiding the SLD workshop

New approaches to CCA, CCM and DRR Integration of CCA & DRR with NIDM, GoI • The DC, Vizag, DC, Thiruvallur and Relief Commissioners AP and TN nominated nodal officers for supporting the development of VDMPs and DDMPs • DDMPs Thiruvallur are being reviewed for preparing a multi-hazard plan • Training planned for 6 District officers by NIDM on CCA and DRR integration • VDMPs being prepared for 6 communities in AP and TN on GoI template • Technical paper on mainstreaming CCA and DRR is submitted to UNISDR CCA and DRR integration Meeting convened by the District Collector, Thiruvallur Meeting with District Collector, Vizag

New approaches to CCA, CCM and DRR Integration in State Action Plans on Climate Change • Chapter on community based adaptation approaches including LAMGs shared with nodal agency EPTRI, for the SAPCC, AP • Inputs for SAPCC-TN prepared and discussions for integration of CCA and DRR approaches undertaken with Department of Environment, Tamil Nadu • Meetings conducted with SPC, TN to look at integration at the State level • Proposal submitted to NABARD for funding under the Adaptation Fund Board Meeting with Dr. Radhakrishnan, Officer on Special Duty– Relief and Disaster, TN with NIDM and SPO, UNDP

Awareness raising and capacity building Activities carried out • Training material developed • Training calendar established • Initial ToTsfor local NGOs and first training round carried out in the villages as part of the V&NA and pilot framing in 2011 • ToT on Urban Climate Change conducted • 5 Shared Learning Dialogues prepared and realised in cities • 36 trainings on CCA, CCM, DRR and pilot projects conducted at community • 2 ToTs and 8 training workshops conducted on Operations & Maintenance CCA and DRR integration Meeting convened by the District Collector, Thiruvallur

  15. Local adaptation and mitigation guides (LAMG) • Local adaptation and mitigation guides (LAMGs) developed for all 18 rural communities in AP/TN as living documents • Rural LAMGs: Part 1 in 2011, part 2 in 2012 done for 18 villages City LAMGs: Initial version updated in 2012

  20. Some next steps • O&M trainings for each pilot project and development of O&M plans (integration of these plans into part 2 of the LAMG) • Data collection for the M&E framework (overall + pilots) • Replication process documentation for pilot projects • Completion of planning integration and assistance strategy (e.g., NIDM) • Completion and documentation of local capacity building workshops • Completion of SLDs in Cities • 6 Assistance Strategies • Accelerate regional networking • Continue visibility activities (articles, conference participation, updates of Local Adaptation Projects website, best practice booklet) • Upscaling activities with Climate Coalition Core Group
