AF/DoD Acquisition/Contracting Successes? 2009 NDAA, Sec 852 – Acq Workforce Expedited hiring authority fund – continued support/funding authorization IMPROVE Act – cites AF model for management of services contracts/acquisition AF Acquisition Improvement Plan – Defense Committees “happy “with focus and implementation plan/execution (improving AF reputation) Weapon Sys Acq Reform Act – Changes mostly benign--in-line with many DoD acquisition/contracting reforms already underway F-35 – despite negative attention/acquisition legislation, additional funding received as requested KC-X – Same negatives as F-35, but no source selection delay or directed changes & no reduction in 2010 or FYDP funding – AF & DoD acquisition/contracting reputation rests on KC-X acq process/outcome !
