  3. 1.Background • Population : 70 Millions • DRC among 22 burden country with TB • 112449 case in 2012 • 10th with sensitive TB in the world • among 4 burden African countries with TB MR • 8th burden country with TB HIV coinfection • HIV prevalence in general population (1,1%) • There is NTP (100% of coverage) et National HIV program ( 60% of coverage) • Low income country

  4. 2.Program performance review • TB program external review: • 2nd external review of program in national level, intermediary and peripheral levels • Review report available (December 2013) • Epidemiology analysis • HIV program external review: • 2nd external review of program in national level, intermediary and peripheral levels • Review report available (August 2013)

  5. 3.Strategic plan elaboration process • HIV national strategic plan 2014-2017: • Inclusive process • Based on Review recommendations • Strategic Plan available (December 2014) • TB national strategic plan 2014-2017 : • Inclusive process • Based on Review recommendations and epidemiology analysis • Strategic Plan available (May 2014)

  6. 4.HIV specific concept note (NFM) • DRC eligible for submitting NFM concept note as an early implementer • Training of HIV NFM tools for key staff in Geneva • Sharing experience with others HIV staff / partners • HIV national conference in Lubumbashi • HIV country dialogue (priorities decided) • Elaboration of HIV specific concept note • Submission on 27 January 2014 • 12 TRP remarks for performing HIV concept note on April

  7. 5.Starting TB concept note (NFM) • DRC eligible for submitting NFM concept note • Training of TB staff based on HIV experience • TB country dialogue in 11 provincial levels and national level • Identification of priorities for HIV concept note • Familiarization with NFM specific TB concept note tools • Elaboration of Draft of TB concept note to submit on 15 May • Joint TB HIV concept note decided on April 2014

  8. 6.CCM Review • DRC CCM review was in process • Plenary session to discuss about CCM Review (Ministry of health, partners, ONUSIDA Regional advisor……) • Selection of CCM president • Eligibility of CCM and PR according NFM • Responses to TRP 12 comments • Schedule to submit the Joint HIV TB concept note • Roadmap to perform the CCM • The elaboration of roadmap for improving the CCM eligibility requirements was the big result of CCM Review

Joint TB HIV concept note (NFM) • Meeting for answering TRP questions • Meeting for the familiarization of joint TB-HIV concept note tools with 12 modules • Elaboration of joint TB-HIV Roadmap (TB-HIV coinfection, Health system, community health system, monitoring system) for building a strong joint note for DRC • Community meetig for more comprehensive of concept “ community health system” • Joint note elaboration in Matadi (14-28 June 2014)

Challenges • The joint TB HIV concept note process is not easy • The big challenge was/is how to reach all TB patients for providing them HIV services ? although coverage between 2 programs • Unavailability of some data for key populations • Difficult joint monitoring and evaluation mechanism and coordination

  12. 10. Conclusion • The joint TB HIV concept note process is not easy • DRC was one of country to implement the NFM of concept note • DRC need more accompaniment to issues some problems in starting this model
