Who controls the brain? • Someone needs to be in charge! • The equivalent of an EPC contractor for the plant brain? • Role for a separate owner’s engineer for the plant’s I&C, automation, M&D, asset, and knowledge management systems • The DCS/automation supplier (OT) as “owner” of the brain • The EAM supplier (IT) as “owner” of the brain • The plant “brawn” manager and the plant “brain” manager both reporting to the plant business/financial manager EXAMPLE: South Texas Project (nuclear plant) employed an owner’s engineer responsible for overseeing I&C/digital systems for new Units 3-4 under development (project since put on ice) Pearl Street
