  6. THE PROBLEM: • LACK OF CONFIDENCE IN OBSERVER/ SCANNERS (SOME OF WHICH IS DESERVED) • LEADS MISSION PILOTS TO FLY TWO-PILOT MISSIONS • OBSERVER/SCANNERS LEFT OUT OF THE GAME: CANNOT DEVELOP/MAINTAIN SKILLS • “CATCH-22!!”

  7. THE SOLUTION: • A SYSTEM TO ESTABLISH AND PROMOTE AIRCREW PROFICIENCY • “GALVANIZE” OUR CORPS OF OBSERVERS AND SCANNERS

  8. PROGRAM GOALS: • FACILITATE PROGRAM TO SUPPORT CURRENT TRAINING CURRICULUM • DEVELOP TESTING PROGRAM FOR RECERTIFICATION • EDUCATE CAP MEMBERS AS TO WHAT SCANNERS & OBSERVERS DO

  9. WHY HAVE A CHECK OBSERVER PROGRAM? QUESTIONABLE AIRCREW PROFICIENCY AND TRAINING STANDARDIZATION • NOT ENOUGH AIRCREW TO MEET ANTICIPATED NEED CHANGES IN TECHNOLOGY BECKER SAR DF 517 CONTROL DISPLAY AIRCREW STAN/EVAL PROGRAM PROVEN SUCCESSFUL IN ARMED FORCES

  19. PROFICIENT IN FUNDAMENTALS OF AERIAL OBSERVATION & NAVIGATION • “SYSTEM-SAVVY” • AN EXPERIENCED MISSION OPERATOR • WELL VERSED IN INSTRUCTION AND EVALUATION TECHNIQUES • EXCEEDS THE CURRENT STANDARD!!!!

  21. RECRUIT EXPERIENCED AIRCREW: FROM WITHIN CAP: CURRENT, PROFICIENT OBSERVERS MISSION PILOTS EXPERIENCED PROFESSIONALS: AIR FORCE NAVIGATORS NAVY/USMC NFO’S OTHER MILITARY/LAW ENFORCEMENT OBSERVERS ALL MUST HAVE DOCUMENTED CREDENTIALS!

  22. THEN WE: • TEST THEM • TRAIN THEM • TEST THEM AGAIN PROGRAM PARALLELS THAT OF CHECK PILOTS
