Case study Mountain-River-Lake Program (1980s – ) ‘To manage the lake, the rivers must be harnessed; to harness the rivers, the mountains should be protected; to protect the mountains, the poverty of the community should be alleviated.’ ‘Based on ecology while keep economy in mind, to manage the natural resources in a comprehensive way.’ Challenges in 1980s • Flooding • Sedimentation • Erosion • Cross-sectoral coordination/MRL Committee • Interdisciplinary interaction/Scientific consultant committee • Cross-level interaction/experimental implementation • Cooperation/international networking
