Objective, purpose & expected results • Overall objective • The ex post evaluation shall examine: • The degree of utilisation of resources; • The effectiveness and efficiency of the IPARD Programme; • Its socioeconomic impact and • Its impact on the defined priorities aiming to draw lessons concerning rural development policy.

  3. Objective, purpose & expected results • Purpose of ex-post evaluation • Progress made by the IPARD Programme - (goals, output, result and impact); • Improve the quality (effectiveness) of the RD programming; • Identify the factors contributing to success or failure of the Programme implementation, • The sustainability of actions and identifications of best practices; • To identify the conclusions relevant to the IPARD Programme and to the enlargement process; • To provide lessons learned for designing future programmes.

  4. Objective, purpose & expected results • Results to be achieved by the Contractor • Relevance of Programme objectives and priorities; • Effectiveness and achievements towards policy objectives; • Efficiency in terms of receiving best value for money; • Results in terms of programme achievements within the group of direct programme beneficiaries; • Impacts in terms of programme contributions to the change observed in the IPARD Programme areaand • Success and failure factors and lessons learned for the future policy design and implementation.

  5. Procurement of services • Procurement under TA measure (APTA 2018); • Simplified procedure; • Start – November, 2018; • TD approved by PA and 10 tenderers are invited – December, 2018; • 1 tenderer submitted offer – January, 2019; • Best ranked offer submitted to AFSARD – April, 2019.
