SREB SARA Regional ForumGoals Provide to all interested parties, at various levels and across higher education sectors, a current understanding and status update of the state authorization reciprocity agreement (SARA) initiative. Levels:institutional, state, organizational Sectors: publics, private non-profits, and private for-profits

  7. SREB SARA Regional ForumGoals Provide informative and supportive materials and introduce state and institutional applications. Packet materials can be downloaded from http://ide.sreb.org

  8. SREB SARA Regional ForumGoals Help all interested parties understand SARA requirements and parameters more accurately and thoroughly. There will be consistent standards for: • Institutional online program integrity • Institutional financial responsibility • Triggers for “physical presence” • Complaint processing • Data collection and sharing

SREB SARA Regional ForumGoals Address your concerns and questions throughout the day. • Q&A Panel after NC-SARA presentation and at the end of the day • Follow up additions to the FAQ document Each state delegation leaves with a plan of action to take steps needed to join SARA • S-SARA State Self-Assessment and Action Plan Worksheet

  10. SREB’s Electronic Campus A gateway to e-learning opportunities and online services for adult learners wishing to start, continue, or complete their education.

SREB’s Electronic Campus (EC) • Launched in 1998 with 100 courses. • Fall 2013: Close to 10,000 courses • January 2014: 2,181 degree programs • All SREB states participate • Institutions are regionally accredited, not-for-profit and chartered in an SREB state. • Institutions meet Principles of Good Practice and Common Standards.

SREB’s Electronic Campus (EC) Often forgotten about – but part of the Principles of Good Practice was reciprocity for the courses and programs listed on the EC. • ..first step in its creation was to conduct a survey. The resulting report, SREB State Regulations as They Apply to Distance Learning, found that “… there appear to be no significant regulatory considerations that would halt the development of such a regional approach.” Thus, in January 1998, the Electronic Campus was launched.

  13. SREB’s Electronic Campus Regional Reciprocity Agreement (SECRRA) • In 2012 all SREB states were asked to re-affirm original reciprocity arrangement in writing • States could opt in/out • RECIPROCAL…states not agreeing to participate will be required to seek approval in other SREB states

SREB’s Electronic CampusRegional Reciprocity Agreement (SECRRA) • SECRRA reinforces the past Electronic Campus arrangement • The arrangement is limited to EC courses and programs. • SECRRA was the only such agreement in the nation. • All SREB states except Alabama participate, effective January 2014.

  16. Moving from SECRRA to SARA • SREB is fully supportive of the national SARA model and effort and is committed to working to fully implement it • SREB is fully committed to not leaving states without a reciprocity agreement • Cannot have a ‘competing’ process to reciprocity

  17. Moving from SECRRA to SARA • SARA will begin to be implemented in SREB states • Electronic Campus State Coordinators will continue with current SECRRA processes and procedures • SECRRA and SARA parallel for the next couple of years
