ERAC-2015-A1 (standing charge) Accident Terms and Definitions Rollout Guidance • All resources available at the NASBLA Lighthouse on a ‘Get Equipped’ page www.nasbla.org/lhtermsproject • No requests for direct assistance or guidance from states this cycle, but at least one state known to be actively using products to inform/educate partner agencies • Lack of requests attributable to BARD-Web changes being put on hold since Nov. 2013, pending issuance of reporting guidance • Aug. 21, 2015: Federal Register Notice requesting comments on the draft Recreational Boating Accident Reporting Manual (COMDTINST M16782.1) • Additional discussion on this Notice, upcoming Charge Leader: Tammy Terry 2016 STATUS: Continuing as ERAC-2016-A1 56th NASBLA Annual Conference September 13-16, 2015 | Wichita, Kansas

  3. ERAC-2015-A2 (standing charge) Input to US Coast Guard Policy- and Rule-Making Proposals • Early in cycle, provided content for NASBLA’s response to Federal Register Notice of Coast Guard’s intent to submit an ICR to OMB on State Registration Data Collection • More recently, informed states regarding other Notices: • ICR on extension of Boating Accident Report collection (deadline 9/29/15; further discussion this morning) • ICR for revision of Vessel Identification System (VIS) collection (deadline 10/13/15) • Notification of Notice requesting comments on the draft Recreational Boating Accident Reporting Manual (COMDTINST M16782.1), published 8/21/15, deadline 11/19/15. ERAC-2015-A3 (carryover charge) Electric Shock Drowning (ESD) Issues/Guidance • Two resources for targeted audiences in the NASBLA community were developed and finalized • Electric Shock Drowning/Near Drowning Response and Investigation Checklist • Electric Shock Drowning (ESD): Legislative Considerations for the State Boating Law Administrator • These items and additional resources slated for inclusion on the NASBLA Lighthouse at a ‘Get Equipped’ page www.nasbla.org/ESDResources (currently under construction) 2016 STATUS: No separate charge; but continuing development/ maintenance of ESD materials on NASBLA Lighthouse Charge Leader: Eric Lundin 56th NASBLA Annual Conference September 13-16, 2015 | Wichita, Kansas

ERAC-2015-B2 (standing charge) The NASBLA Lighthouse Forum • In 2015, at www.nasbla.org/lighthouse underwent further development as a significant subsection to NASBLA’s main website • Launch page and seven portals • Interactive discussion/library on NASBLA Connect • Presentations and demonstrations on this resource at: • 2014 NASBLA Annual Conference • 2015 International Boating and Water Safety Summit • Continuing to address fresh content and recruitment of users Charge Leader: Kris Wahlers 2016 STATUS: Continuing as ERAC-2016-B2 56th NASBLA Annual Conference September 13-16, 2015 | Wichita, Kansas

  7. ERAC-2015-B3 (carryover charge) State-Level Statistical Report Template • Working template document made available for review in April 2015 to ERAC members, beyond the team, and all BLAs and state BARD contacts • Established a dedicated page www.nasbla.org/lhstatreport on the NASBLA Lighthouse ‘Get Equipped’ portal • A revised working template was delivered to Coast Guard, July 29, 2015, to begin development work with the BARD contractor • Will be requesting state beta testing as product develops • Announcement to be posted to Lighthouse page and other NASBLA media channels Charge Leaders: Glenn Moates Paul Newman 2016 STATUS: Continuing as ERAC-2016-B3 56th NASBLA Annual Conference September 13-16, 2015 | Wichita, Kansas

ERAC-2015-B4 (new charge, from 2015 Triage) Quality of Accident Report Narratives • One of two “B” series charges emerging from January 2015 Triage • Intended as a multi-year project • Year One: Focus on content development • Year Two: Consult with Enforcement & Training Committee on format/distribution, and seek incorporation into NASBLA’s Boating Accident Investigation programming • Initial content draft is now under development • Guidelines established (i.e., basic level officer, with little or no knowledge of BARD or experience in writing BARD narratives) • Primary components identified Charge Leader: Seth Wagner 2016 STATUS: Continuing as ERAC-2016-B4 56th NASBLA Annual Conference September 13-16, 2015 | Wichita, Kansas

ERAC-2015-C1 (carryover charge) National Recreational Boating Survey (NRBS) Priority Research • Three survey-related research topics had been identified for 2015 • Exploration of pros/cons of using exposure hours vs. registered boats as the denominator in risk equations • Consideration of methods to address ongoing issues regarding the calculation of casualty and fatality rates • Comparison of NRBS results with estimates from other surveys • First two issues were addressed or touched upon in research brief • Recreational Boating Fatality Statistics: an exploration of fatality rate calculations and comparisons (July 2015) Charge Leader: Tammy Terry 2016 STATUS: Continuing as ERAC-2016-C1 56th NASBLA Annual Conference September 13-16, 2015 | Wichita, Kansas

  11. ERAC-2015-C2 (carryover charge) Human Factors: Applying Best Practices for Gathering/Examining Data • Product “Human Performance Investigation in Recreational Boating Accidents: Best Practices for Gathering and Examining Human Factors Data” was released October 2014 • In 2015, three states were identified as pilots to use the guidance and supplemental form to collect the human factors data on fatalities • Tennessee – piloted in 2015 and continuing its use through 2015 boating season; will issue a brief in the fall • Florida, Oregon – have agreed to participate in pilot; terms of participation being developed Charge Leader: Dan Maxim Glenn Moates 2016 STATUS: Continuing as ERAC-2016-C2 56th NASBLA Annual Conference September 13-16, 2015 | Wichita, Kansas

ERAC-2015-D2 (carryover charge) Advanced Spatial Analysis – Advisory Role on Project • Final results of this project were delivered by Principal Investigator Dr. Ernest Marshburn • Beyond Human Factors: Examining the Underlying Determinants of Recreational Boating Accidents with Spatial Analysis and Modeling • at the NASBLA BLA Workshop March 2015 • and in abbreviated format at the ERAC May 12 Meeting Charge Leader: Ernest Marshburn STATUS: Completed; no carryover 56th NASBLA Annual Conference September 13-16, 2015 | Wichita, Kansas

ERAC-2015-D1 (standing charge) Implement Triage Process • Triage Procedure was developed 2014 • First Triage Team teleconference conducted January 23, 2015 • Seven proposals submitted for charge work were put through the triage • Resulted in five new ERAC charges approved by the NASBLA Executive Board in February 2015. 2016 STATUS: Rolling into 2016 as a committee process, not a “charge” Charge Leader: 2015 Triage Team 56th NASBLA Annual Conference September 13-16, 2015 | Wichita, Kansas
