Kazakhstani legislative/administrative developments since World Bank Gas Flaring Conference in Astana 2005 • New law provides for existing fields to file gas flaring elimination by 1 July 2006 • New fields to incorporate gas flaring elimination into design • Administrative practice seems to allow pilot flares for safety purposes • Gas flaring reduced or stagnant, but so is oil production • New environmental/technical fines introduced for a.o. flaring and reservoir management issues may be counterproductive

  3. Commercially viable gas • Petrochemicals. A commercially viable venture? • Exports to/through Russia, prices on the increase • Exports to China? • EU intent on circumventing Russia (revive Transcaspian gas pipeline) • Do we need a gas master plan? Do we get inefficient solutions with present legislation and infrastructure?
