Program Overview

FFP LOCAL JOBS PROGRAM INITIATIVE AND

DBE CONTRACTING OPPORTUNITIES

The following information provides a status update of FFP’s Jobs Program outreach and work activities in the month of October. This report will also detail the activities to be undertaken in the month of November to provide contracting and subcontracting opportunities for Disadvantaged Business Enterprise (DBE) firms and construction jobs for local residents.

October Activities:

FFPs’ Local Jobs Program actively recruits skilled and unskilled labor from within the Expo Corridor. FFP anticipates that during the peak of construction, 250 construction jobs will be available on the Expo LRT Project. FFP’s Construction Jobs Program goal is to hire local residents to fill at least 30% of these construction jobs.

  • Added 82 new individuals to existing database of Expo Corridor residents seeking employment opportunities through the Expo Local Jobs Program. 75 of the 82 live within the Local Jobs Program Zip Code List. The current total number of job-seekers is 1019. FFP will work with PVJOBS, the LA Urban League and EDD WorkSource Centers to identify skill sets, qualifications for pre-apprenticeship, apprenticeship training or readiness to enter into union and skilled positions.

  • Completed additional Jobs Programs orientation sessions with PVJOBS. To date, 244 people have participated in these sessions. These individuals are now on a priority list to be considered for employment by the construction contractor as positions become available over the life of the project. These individuals are also included in the PVJOBS database and are eligible to receive assistance in a variety of areas including employment training. Additional orientation sessions are scheduled for November 13 and January 8. Future orientation sessions will be scheduled as more individuals seek employment with the Local Jobs Program.

  • Continued to monitor, track and support Local Jobs Programs participants by:

    • Working with PVJOBS to monitor and track Expo Corridor applicants to determine their job-readiness and whether they have been hired by FFP or referred to another contractor.

    • Providing financial assistance for union initiation fees, tools and clothing.

October Activities Continued:

  • Continued to participate in Construction Readiness Review and Construction Work Plan Meetings for all new subcontractors.

  • Participated in Job Fair hosted by Assemblyman Mike Davis at Exposition Park.

  • Participated in the DBE Disparity Study Seminar.

  • Hired two new construction workers for the month of October and called two workers back to work as construction activity has picked up.

  • Continued distributing EXPO Jobs Program Information throughout the Exposition Corridor to facilities including: libraries, community organizations, senior centers, and retail establishments.

  • Met with subcontractors to discuss the Local Jobs Program in order to encourage the hiring of Expo residents that have completed the orientation process.

FFP is committed to a diverse work force and is making significant progress in reaching

the 20% DBE goal for Design, Professional Services as well as Construction. These goals

are in addition to the 30% local resident hiring goal for construction work.

Some DBE firms have already been hired as they were included on the design/build team when

FFPs proposal was submitted to the Authority.

  • An award recommendation was submitted to the Authority for the procurement of Traction Power Equipment including eight substations. This procurement will offer opportunities for DBE suppliers.

  • Subcontracts were issued to Ayala Boring and Icenogle Construction Management. There will be DBE subcontracting opportunities with these subcontractors.

  • Established a 22 percent DBE goal for CM Peich for the pipe realignment for the 12” and 16” water lines.

  • Requests for Bids from Certified DBE Subcontractors and Suppliers were advertised in the Los Angeles Sentinel and the Los Angeles Wave.

    As additional DBE opportunities are identified, and as Work Packages are released, FFP will advertise these new

    opportunities in industry publications and will make efforts to reach out to new DBE businesses via email, website

    postings, an assortment of local newspapers with a wide array of readership including the African-American and

    Hispanic communities, and other venues as they are identified.

DBE Firms/ Small-Sized Businesses for Design Services:

The current Design Services Allowance + Fee is

$27,767,500 and the DBE Goal is 20%. DBE attainment

to date is 16.27%. DBE commitment to date, based

on current contract values, is 22.34%. The firms on the next

slide depict DBE firms that are either under contract or in

contract negotiations.

DBE Firms/ Small-Sized Businesses for Professional Services:

The Professional Services Allowance + Fee is $43,969,500

and the DBE Goal is 20%. DBE attainment to date is 5.64%

and DBE commitments to date, based on current contract

values, are 12.43%. The firms on the next slide depict

DBE firms that are either under contract or in contract

negotiations.

DBE Firms/ Small-Sized Businesses for Construction Services:

The Construction Services Allowance + Fee is $93,993,749

and the DBE Goal is 20%. DBE attainment to date is 1.97%

and DBE commitments to date, based on current contract

values, are 34.64%. The firms on the next slide depict

DBE firms that are either under contract or in contract

negotiations.

November Planned Activities

  • Continue coordinating with PVJOBS to track and place individuals who have completed orientation session training. Continue to coordinate with various Community/Faith Based Organizations and public agencies who partner with PVJOBS to provide guidance or assistance to the numerous job-seekers who are not hired through the EXPO Local Jobs Program. The next Jobs Program Orientation session is scheduled for Tuesday, November 13, 2007.

  • Continue to host monthly coordination meetings with representatives from various unions, such Laborers Union Local 300 and the Operators Union 11 to monitor the construction hiring progress.

  • Continue to participate in the Poor People’s Campaign under the leadership of the Southern Christian Leadership Council.

  • Attend the Grand Opening Reception of PVJOBS, community partner in implementing the Local Jobs Program.

  • Coordinate a Minority Contractors Workshop in conjunction with Expo Construction Authority Director, City Councilman Herb Wesson
