  1. DAD Sri LankaThe Evolution from Post-Disaster to Long-term Development Arthur Hovanesian

  2. Background • Sri Lanka was one of the four countries where DAD was setup after the disastrous Tsunami in 2005. • Limited data on Foreign Assistance prior to the Tsunami. • Special agency, TAFREN, was setup outside of traditional government institutions to coordinate and monitor the reconstruction and recovery efforts. • DAD Sri Lanka consisted of core module, donor/partner/sector profile, housing module (on-line/off-line) as well as aid effectiveness portal.

  3. Moving Forward • In 2008, as recovery and reconstruction efforts came close to an end, the Ministry of Plan Implementation (MPI) took over DAD Sri Lanka to continue tracking all non-ODA information. • DAD Sri Lanka was renamed to e-DIMS and the scope was expanded to include all non-ODA data. • Advanced IDM training was provided to the Ministry staff. • Several systems are currently being used by MPI as well as some other ministries. • Synergy to create INDIS (Integrated National Development Information System) • INDIS will include non-ODA and ODA projects, M&E module, and will integrate all systems (ePMS, AIMS/PIMS, EIS, MfDR) into one common interface using the IDM platform.

  4. National Development Information System – NDIS NDIS - National Development Information System MPI eDIMS - Add KPIs ePMS EIS ERD • ODA and non-ODA data is imported into NDIS daily from eDIMS, ePMS, and EIS • Ministry Scorecard data is captured here • Full MfDR reports available here showing national level outcomes vs. project aggregated KPIs. • Create a project reference across the systems AIMS PIMS - Merge fields with ePMS
