Reasons of insufficient efficiency of Aral Sea Basin rehabilitation • Among the reasons that impede the effective water partnership between countries are the following. • 1) Absence of: • - principles of water distribution and balance between water and energy regimes of water use; • - financial mechanisms for compensation of reciprocal losses from energy or irrigation regime of transboundary water resources usage; • - joint financing of modernization of irrigation and draining systems and rehabilitation of degraded lands. • - unified database (meteorological, hydrological, environmental etc.) recognized by all countries of the region • - unified system for monitoring of water resources. • 2) Poor public awareness. • 3) Poorly developed network of educational and training centers for farmers-water-users. • 4)Poor coordination of actions of both the structural IFAS bodies, and donor organizations.

  7. Water Management Reformingtools and instruments • Integrated planning of water use. IWRM as a basis to increase water efficiency and trans - boundary cooperation in basin. • Institutions • Legal and regulatory framework (development and harmonization) • Economic tools ( what is state share and what are the boundaries of responsibility, financial mechanisms – tariffs, subsidies, privilege loans, incentives for water saving and resources protection) • Technical and technological aspects (hydrometrics, automation, water allocation tools) • Environmental needs ( pollution control, ecological releases, water protection zones) • Capacity building ( equipment, training, including study tours).

  8. Objectives and tasks of the IFAS for the future period • 1. To develop an adequate institutional framework to prepare a new program and to implement it. • - Proposals for approving new mandates of regional organizations, formulation of goals, responsibilities and scope of authority of regional structures will be developed. • 2. To develop a regional water legislation and the principles of water management, including: • - Development of regional principles and guidance on rational management of water resources, addressing the issues of water usage based on International conventions. • 3. Development of regional guidance on water monitoring and data exchange, which shall include: • - expanding and equipping the monitoring stations, meteorological stations and hydroposts; • - development of a regional program “Impact of climate change on Water resources in Central Asia”; • 4. Establishment of an Information and Analysis Center under EC IFAS. • 5. Organization of Donor conference (2010). • 6. To develop “Strategies for improving the socio-economic and environmental situation in the Aral Sea Basin”: • - Development of a unified Strategy for the use of water resources in CA; • - Development of Principles for Joint Operation of Interstate Water and Energy Reserves. • - Development of Food safety regional Programm; • - Development of Energy safety program;
