  2. Purpose: To support institutional strengthening and to build the capacity of institutions for the implementation of priority projects and development of water conservation and environmental strategies and policies in the Orange-Senqu River basin.

  3. RESULT 1 - STRENGTHENING • Outputs • Legal Analysis (uploaded) • Institutional Analysis (uploaded) • Visits to; • - Transboundary Waters Conference – Greece • - ICPDR – Austria • - Senegal River Authority • - International RiverSymposium – Australia • Office staff appointed

RESULT 1 – STRENGTHENING – OVI’s • Task Team functioning improves and they provide implementable recommendations to Council. • ORASECOM legal mandate better understood. • ORASECOM has a clear Strategy. • Parties perceptions on the importance of ORASECOM changes. • Technical visits are made to other RBOs. • An Office Administrator is appointed.

  5. RESULT 2 - CAPACITY BUILDING • Contributions to the FGEF Training Needs Assessment • The following training courses have been delivered. • June 2009 – International Water Law • February 2010 – SADC Treaties • February 2010 – Negotiation Skills

  6. RESULT 2 - CAPACITY BUILDING – OVI’s • FGEF needs capacity assessment includes recommendations from the project. • Training courses for ORASECOM are held. • Capacity of the trained staff improves.

  7. RESULT 3 – MONITORING NETWORKS • The following outputs have been produced • Notes on the TDA. • Transboundary Water Quality Monitoring Programme – (uploaded) • Fitness for Use map and report – (uploaded)

RESULT 3 – MONITORING NETWORKS – OVI’S • A review of the water quality component of the TDA • Methods for displaying ‘fitness for use’ and aquatic ecosystem health developed and accepted by Council. • A fitness for use display system is accepted by ORASECOM • A fitness for use map is produced. • A framework for determining water resource quality and setting objectives developed.

RESULT 4 – AWARENESS RAISING • The following outputs have been achieved; • ORASECOM profiled at 13 Events in all Member States • Awareness programme for political decision makers • Proposals for stakeholder participation (final draft) • A range of awareness materials • - Videos (2), Newsletters (3), Calendars (2). Mousepads, Press Releases, Booklets (2), Folders, pens, Flash Drives..etc..

RESULT 4 – AWARENESS RAISING -OVI’s • ORASECOM Events in each basin states. • Newsletter is produced bi-annually. • Structures for stakeholder participation in place, and stakeholder meetings held. • Awareness of ORASECOM’s mandate improved among stakeholders • Awareness of the water resources status of the basin improved among stakeholders. • Awareness materials are produced and disseminated • Awareness raising materials on transboundary water presented to political decision makers.

  11. OTHER COMMUNICATIONS INPUTS • Communications Strategy (April 2010) • Communications Plan (April 2010) • CTT established and operational • Proposal made for a Communications Specialist in the Secretariat (ToR)

  12. RESULT 5 – BASIN WIDE PLAN • The following outputs have been produced; • Windhoek Principles (final draft) • Outcomes of the Delphi process (final draft) • AEH Monitoring programme designed (uploaded) • Training course on AEH held.

RESULT 5 – BASIN WIDE PLAN - OVIs • Council endorses Principles • Key basin wide issues for developing the IWRM Plan are agreed by Council. • A programme implementation plan is developed by ORASECOM and accepted by Council • Methods and sampling sites for determining aquatic ecosystem health are agreed. • IWRM training courses held.

  14. RESULT 6 – BASIN WIDE PLAN • The following outputs have been produced; • Scoping Report on Urban Pollution Problems (final draft) • Joint Basin Survey • Survey Manual • Process Design Manual • Booklet on Survey • State of the Orange-Senqu System Report

  15. RESULT 6 – BASIN WIDE PLAN OVI’s • Basin wide assessments of aquatic ecosystem health are endorsed by the ORASECOM Council. • Basin wide map of aquatic ecosystem health produced. • ORASECOM issues recommendations for urban waste water management

SUSTAINABILITY • Sustainability can only be secured through the actions of the other projects. • Recommendations from the Delphi process (which should be presented formally to Council. • On-going support needs to take cognisance of the recommendations if endorsed by Council. • Support for a further Joint Basin Survey. • The transboundary water quality monitoring programme needs site specific trigger values. • Inter-laboratory calibration and QA/QC procedures. • The AEH monitoring programme needs to be gradually implemented. • Proposals on Stakeholder Participation have to be formally presented to Council. • .

  19. DONOR COORDINATION • Improved considerably since Secretariat offices established. • More formal interaction would have improved results. • Capacity to absorb volume of support remained a concern. • Good opportunities like JBS, but probably not used to their full potential.

  20. PROJECT MANAGEMENT • Improved considerably since Secretariat offices established and appointment of the Water Resources Specialist • One of the key successes is that this project has always been housed and worked in close cooperation with the Secretariat.
