  1. How climate change is affecting Maputo City? In : “Building Capacities of Local Governments in Africa To Cope with Climate Change” By: Simão Mucavele - Councilor of Education, Culture & Sport (Representing the Mayor of Maputo) 28 July 2009 Pretoria, South Africa, Conference Room, Southern Sun Hotel

  2. Why Maputo is vulnerable to be affected by climate change? • located at the extreme South • pathway of cyclones, sea-level-rise • most densely populated urban area in Mozambique (1.1 million inhabitants

  3. Why Maputo is vulnerable to be affected by climate change? • Based on this Flood Risk Level Map prepared by Fews Net, Maputo City (red color ) is clearly one of area at Very High Risk. Evidence of floods in Maputo in 2000 & 2007.

  4. Why Maputo is vulnerable to be affected by climate change? • This is a Drought risk Level Map whichindicates also how the green peri-urban areas can be affected (ex: peri-urban agriculture for vegetables) in Yellow color

  5. How climate change is affecting Maputo City? 2009 recent torrential rains affect also the drainage system of Maputo, Avenue 25 Setembro

  6. Some evidence of strong wind events linked to climate change have destructive impacts on public spaces, Trees (P. Trabalhadores Square) How climate change is affecting Maputo City?

  7. How climate change is affecting Maputo City? • CC affect public infrastructures (Bridges and pavement) • Julius Nyerere Avenue is one of the main transportation axes (to go out  of Maputo City  heading to the North  direction) • Several  erosion  processes took  place   during the 2000 extraordinary  rain  event

  8. How climate change is affecting Maputo City? • The predicted sea-level rise related to global warming may again result in flooding of the lowest topographical areas of Maputo, which are the most populated; • This National Institute for Disasters (INGC) Study on the Impact of climate change on disaster risk in Mozambique which Maputo predict the sea-level rise up to 5 meters by 2030. Source: INGC. 2009. Synthesis report. INGC Climate Change Report: Study on the impact of climate change on disaster risk in Mozambique. [van Logchem B and Brito R (ed.)]. INGC, Mozambique. (Mapa 10 e 11 - pp.12-13)

  9. How climate change is affecting Maputo City? • According to this Study the predicted sea-level rises up to 5 meters by 2030 indicates that some infrastructures will be submerged: • port, • railway and , • houses of Costa do sol neighbourhood Source: INGC. 2009. Synthesis report. INGC Climate Change Report: Study on the impact of climate change on disaster risk in Mozambique. [van Logchem B and Brito R (ed.)]. INGC, Mozambique. (Mapa 10 e 11 - pp.12-13)

  10. How climate change is affecting Maputo City? • Human Being and his activities are part of the problem: This aerial photo illustrate the reduction of the natural coastline protection systems (Mangroves). At the moment is densely been under construction of houses. This can increase the action effect of sea-level-rise

  11. How climate change is affecting Maputo City? • Human activities can contribute to climate change - Air Pollution. • UEM &MMCC have carryout an inventory in selected neighbourhoods of Maputo City in order to determine the level of pollution of sleeted gases as a Demo-project Source: A.N ARAN – UEM & APINA, Emission of pollutes in air & Urban Air Quality of Maputo

  12. One of the result of the UEM Study is a distribution of pollution concentration for example NO2 Mapping distribution

  13. How MMC is responding to CC Currently? • Institutional response • Adoption of the Maputo Development Programme (PROMAPUTO) with vision of 10 years • Conceived in two phases, being the first phase of 3 years (2007- 2009) concentrated in tree priorities areas: • the slope of institutional development, • improvement of the municipal finances and • integrated urban planning. • The second phase (2010-2016) will continue with: • depth the institutional development, • reinforcement of the municipal finances and, • significant growth of interventions in the services delivery

  14. How MMC is responding to CC Currently? • Institutional response • Adoption of the Maputo’s Municipality Master Plan • Support for decision-makers • Guide for futures urban planning activities and interventions • Provides cartographic information of sensitive areas, actual land use, relevant information's

  15. For example the Master Plan has cartographic information like a new Land Use Map of Maputo City

  16. How MMC is responding to CC Currently? • Adoption of UN-Habitat Cities & Climate Change Initiative - CCCI • MMC has officially adopted the CCCI project • MMC has appointed a focal unit to deal with. • By this the MMC is demonstrating his political willing in order to have: • A proper climate change adaptation/mitigation strategies, tools and methods for urban areas,

  17. What is the expectation of MMC with CCCI? • To Receive necessary technical Support in developing long-term development plans/visions and short/medium term strategies to face climate change issues; • To see demo projects on mitigation and adaptation to climate change (including low-cost energy efficient/zero emission housing) be implemented (like CDM projects) in waste management.

  18. Finally, we would like to say that the GOV. Maputo Council have no doubt about the strong importance of CCCI implementation for Maputo Municipality Council and, • Thank you for your attention! Thank you!!!
