  3. Eastern Cape Province Profile Land Area : approximately 169580 square kilometers. (13,9% of the land area of South Africa). Population size – 6,743,800 ( 13,5% of total South African population) Population Spread : 63% of the population found in rural areas Provincial Economies : Motor Manufacturing plants Port Elizabeth, Uitenhage and East London. Government Presence: The Core Government Management offices is located in Bhisho near King Williams Town. Provincial Challenges: Unemployment, Rural nature of the province, Stable Electricity Supply, Cost of ICT Network coverage in rural areas, Network Coverage : Network coverage for government buildings ranges from 64kbs to 1 gig Fibre optics Cell phone coverage : MTN, Vodacom & Cell C Fixed Line : Mostly Telkom

  4. Broadband Policy No formal Provincial policy concluded National Broadband policy to be adopted Establishment of a provincial monitoring mechanism for Broadband

  5. Provincial ICT Strategy The Provincial ICT Strategy (2009-14) completed and approved. Implementation Plan developed The 24 Apex priorities & The international WSIS Plan Key ICT Programmes: Programme1: ICT Adoption and Usage Programme2: ICT Sector Development and Innovation Programme3: ICT Governance Programme4: ICT Enterprise Architecture Programme5: Human Resource Development in the ICT Sector Programme6: ICT Connectivity Infrastructure (“Connect the Eastern Cape”) Programme7: 2010 Support Projects Programme 8: Shared Services and Business Process Outsourcing

Current ICT Projects • Finalization of the Provincial Cost Reduction Strategies • Establishment of a provincial ICT Governance Management structure • The development of a Provincial Virtual Private Network – phase1 Health VPN implementation • Stabilization of the provincial core network infrastructure • Development of a Provincial Business Continuity Framework • Single Number for the Province based on the Presidential Hotline concept • HR Registry project for the management of electronic records • Development of provincial broadband policy • The development of a ICT Shared Service Centre for the province

  8. Schools Broadband Projects BEFSA (Borien Educational Foundation for Southern Africa) = 36 Schools connected 3G USO Schools = 412 connected 30 Schools assisted with Computer equipment (Refurbished) in the rural Eastern Cape
