ALPR - Automatic License Plate Reader • What it Is and What it Does • High speed camera plus software that captures photo of every license plate in view. • Captures thousands of plates PER MINUTE. • Stores and analyzes tag number, date, time and geo-location of each vehicle. PERSPECTIVE - Only a fraction of 1% of license plates reads produce a “hit” (0.01 Rhinebeck NY, 0.3% Burbank IL, 0.08% High Point, NC) Maryland 29 million reads - 0.2 % “hits” 97% of the ‘hits’ for suspended or revoked registration or violation of the Vehicle Emission Inspection Program 1 Million Plates Read 2,000 Hits Only 47 hits were potentially associated with a more serious crime (Stolen vehicle or plate, wanted person or persons under general suspicion like sex offenders, gang members) The vast majority of license plate data collected is from ordinary people who have committed no crime.

Without LEGAL limits on data retention, license plate readers WILL be license plate trackers The vast majority of license plate data collected is from ordinary people who have committed no crime. Law enforcement must not be permitted to store or share data about innocent people. ALPR hit data should only retained under certain specified circumstances

Facial recognition • Software uses a high-resolution photo to create a digital “map” of the face. • This “map” is linked to other personal data (name, Social Security number, etc.) to create your unique biometric identity High resolution digital cameras capture, map, digitize, and database our facial features combined with our biographical information for the express purpose of being used with facial recognition technology. Facial biometrics is used for “at-a-distance identification and tracking” through networked CCTV camera systems or handheld biometric devices connected to databases of our personal information.
