  3. 1. SCOPE This document sets the general guidelines for the operation of the APMP DEC, taking into account provisions of the APMP Memorandum of Understanding (MoU). 2. REFERENCES In this document references are made to the following document: MEMORANDUM OF UNDERSTANDING of the ASIA PACIFIC METROLOGY PROGRAMME adopted at the 26th APMP General Assembly on November 19, 2010 In this document, unless otherwise identified, the Chairman is the Chairman of the APMP DEC.

MISSION OF DEC In general, DEC is tasked to help address the needs of APMP member NMIs from developing economies, and to develop and coordinate associated work programs as follows: • Ongoing monitoring of the needs of Developing Economy NMIs (DENs); • Develop programs whereby established NMIs assist DENs where possible; • Assist DENs’ participation in the global CIPM MRA; • With APMP Executive Committee (EC), develop cooperative programs directed at assisting DENs, including with other Regional Metrology Organizations and the Asia Pacific Specialist Regional Bodies; • Work with the EC to assist DENs in seeking appropriate funding;

STRUCTURE AND ORGANIZATION OF THE APMP DEC In general terms, the DEC comprises a Chairman and various Working Groups (WGs) tasked with undertaking work programs in specific areas of responsibility. The chairs and co-chairs of the WGs are decided by the Chairman. DEC members are invited to join the WG in which they wish to make a contribution. DEC WGs will be reviewed from time to time in terms of composition and whether they can be merged. The structure of the APMP DEC relevant to its current operations is described in Annex 1.

  6. 5. DEC MEETINGS 5.1 The DEC meetings are organized at least twice a year to coincide with the APMP mid-year meetings and the General Assembly. However, the Chairman is responsible for reviewing the effectiveness and frequency of the meeting. 5.1.1 The APMP mid-year meetings The mid-year meetings are organized to bring together the EC members, DEC WGs and Technical Committee Chairs to review the implementation of overall APMP programmes and strategic plans. It is normally hosted by a developing economy member of APMP that will derive benefits from the meetings in terms of availability of metrology experts in various fields to support technical workshop and national metrology awareness seminar to local stakeholders. 5.1.2 Annual APMP General Assembly and Related Meetings DEC meeting during the annual APMP General Assembly and Related Meetings are conducted in two sessions. In the first session DEC members will convene to discuss DEC activities and work programmes covering the period since the previous General Assembly. DEC members will also receive reports from International organisations such as the BIPM and the CIPM, other regional metrology organisations and funding donors such as UNIDO and the PTB. DEC members will also receive report by the Lead Technical Committee Chair covering the activities of the various TCs related to DEC. In the second session which is normally a closed session, DEC members will meet to discuss DEC operations and future work programmes. In addition DEC may organize a workshop in conjunction with the meetings on specific topic of common interest.

  7. 6. FUNDING OF DEC ACTIVITIES The annual DEC budget is approved during the APMP General Assembly. The Chairman shall propose to EC an appropriate budget to run DEC activities and programmes. In general, all activities and programmes organized by the DEC shall benefit a majority of the developing NMIs. DEC budget can be used for the following activities: 6.1 Technical Workshop related to specific field of metrology; 6.2 Workshop to enhance the understanding of quality system and the CIPM-MRA related issues; 6.3 Participation in inter-RMO activities such as training and workshop; 6.4 Travel support to experts in DEC workshops; 6.5 Travel support to participants of DEC meetings and related technical meetings; 6.6 Local costs for hosting DEC related activities and programmes.

  8. 7. PROCESS AND CRITERIA FOR REQUEST OF DEC FUNDING SUPPORT All applications for DEC funding support shall be made through the Directors of the NMIs. This means that at the initial stage, all project announcements shall also be made through the Directors. The complete process flow for request of DEC funding request is shown in Annex 2. In addition, the following criteria shall be adhered to when deciding the award of funding support: 7.1 Technical activities and programmes shall be attended by relevant metrologists, researchers or technical personnel; 7.2 In general, depending on the budget situation of DEC, financial support for travel, accommodation and per diem shall be given the priority to least developed NMIs. NMIs are encouraged to share the burden of financial support by absorbing some of the costs so as to create a win-win situation.
