  1. MOVIDA From the proposal to the contract annex. Preparation for the Kick-off meeting 27 May 2010 Marcello Antinucc,i ECUBA

  2. What we need before the kick-off meeting • All partners to be aware of the modifications respect to the submitted proposal; • The WP Leader to be prepared to present a work plan at the kick-off meeting.

  3. The new distribution of objectives among the partners:

  4. The new list of outputs: One preliminary campaign in fall 2011. N. 2 inspection campaigns in each participating region (8), one for cooling only (summer 2012) and the second for heating (fall 2012 and winter 2013); N. 8 training courses for technicians before the campaigns; N. 200 young or new technicians trained and qualified for delivering recommendations; N. 8 telephone help desks. N. 8 advice-generating tools for inspectors; N. 20,000 inspections N. 1 Code of Conduct, which will be signed by the technicians accepting to participate in the pilot campaign;

  5. The new list of outputs: N. 8 Advisory Committees created at regional/national level and 1 EU-level Advisory Committee meeting in Brussels. N. 3 evaluation reports: i) evaluation of the quality of reports, ii) evaluation on the independent manner of the inspection performance, iii) evaluation of the impact of the campaigns. N. 1 Project website.

  6. The WP1 Project management (ECUBA): Task 1.1 Consortium agreement Task 1.2 Steering Committee Task 1.3 Monitoring Task 1.4 Meeting organization Task 1.5 Technical reporting Task 1.6 Administrative support Task 1.7 Risk Management

  7. The Project meetings:

  8. RISK MANAGEMENT Critical points of MOVIDA: Resistances by targeted associations of service companies in engaging in the inspection campaigns. Lack of sufficient number of inspectors accepting to participate in the campaigns without an extra payment. Difficulties in learning the use of the advice-generating tool by the candidate inspectors. Problems with inspection calendars, due to interactions with the routine work of service companies. Insufficient number of inspections made.

  9. Work Package 2: Development of advising/ inspection methods and tools (CRES) WP2 Tasks: Task 2.1: Adapting SenteNovem method for a common MOVIDA heating system inspection. Task 2.2: Adapting HARMONAC's methodology for cooling systems inspection method. Task 2.3: Adaptations of models to national needs. Task 2.6: Producing the final EU version of the tool.

  10. Task 1 - Production of the first tool (heating) • A new check list including not only system description and assessment of the maintenance quality, but also elements useful for identifying suggestions for improvement (Energy Conservation Opportunities – ECOs). • Additional elements useful for assessing the system size respect to actual need (surface, volume, boiler temperature related to outside air temperature, size of heating elements,…) and elements to assess the correct room temperature setting, planning and control. • A calculation tool, based on simple if-then logic, that will present standardised recommendations. • The tool will be operative online.

  11. Task 1 - Production of the first tool (heating) First deliverable(s) of this work package: D 2.1. Heating systems tool first draft; Expected by MONTH 5 (September 2011)

  12. Work Package 3: Training module (LEV) The following tasks are foreseen: Task 3.1: Preparation of first training phase. Task 3.2: Implementation of first training phase. Task 3.3: Preparation of the second training phase. Task 3.4: Implementation of the second training phase. Task 3.5: Preparation of the third training phase. Task 3.6: Implementation of the third training phase.

  13. Task 3.1: First training module (LEV) A shorter module before the first inspection campaign, to teach the use of the tool to expert inspectors of heating systems. Using the advice-generating tool to produce tailored recommendations. The training module will be maximum 4 hours, organised in evening hours for allowing the attendance by working staff. All partners will evaluate, amend and finally approve the training plan, which will be very practical, explaining how to collect the required data and using the web-based tool.

  14. Task 3.2: Implementation of the first draft heating systems training phase (LEV) The pilot edition of the training scheme will be implemented by each partner, in collaboration with the existing SME’s associations or public organisations, targeted to about 20 experienced service staff per region. Considering that the trainees for the first campaign have a good understanding of the HVAC systems, know the instrumentation, and have a practical approach, the lecturer will present step by step the procedure and demonstrate its application with examples, possibly organising on-site demonstrative inspections. The pilot training will include evaluation and final report.

  15. WP3 Deliverables D 3.1 Training package heating first draft phase. Expected Month 5 (September 2011) Translated in all partner’s languages.

  16. Work Package 4: Inspection campaigns (APE) Task 4.1 Recruiting the inspectors Task 4.2 Development of a code of conduct for inspections (month 4) Task 4.3 First Inspection Campaign Task 4.4 Inspection campaign for AC systems Task 4.5 Inspection campaign for heating systems. Deliverable 4.2 “Report on recruitment activities”: month 6 (October 2011).

  17. Task 4.1 Recruiting the inspectors (APE) At the kick-off meeting, partners agree on common criterion for recruitments (minimum professional experience and knowledge pre-requisite for the inspectors of the different waves of the campaign). Inspectors operating in the first campaign should already have a sound basic knowledge of HVAC O&M and/or analysis. Each partner defines recruitment activities and possible incentives to facilitate the recruitment of inspectors in each region. This could entail the organisation of meetings with local SME’s associations. The detailed programme of each campaign is captured in a report to the EU Advisory Committee, before the start of the campaigns.

  18. Work Package 4: Inspection campaigns (APE) Task 4.1 Recruiting the inspectors Task 4.2 Development of a code of conduct for inspections (month 4) Task 4.3 First Inspection Campaign Task 4.4 Inspection campaign for AC systems Task 4.5 Inspection campaign for heating systems

  19. Task 4.2 Development of a code of conduct for inspections (month 4) (APE) Technicians accepting to participate in the pilot campaign will sign an agreement, including a code of conduct, prepared by the WP leader and accepted by all partners. Deliverable 4.1 Code of conduct: month 4 (August 2011).

  20. Work Package 5: Evaluation (MALARNET) Task 5.1: EU Advisory Committee (ECUBA) Task 5.2: Advisory Committee meetings (All) Task 5.3: Quality Task 5.4: Independence check Task 5.5: Design of the market survey Task 5.6: Sample selection Task 5.7: Implementation

  21. Task 5.2: Advisory Committee meetings • Each partner will create a regional Advisory Committee Meeting, grouping at least: • The representative of the regional/national Ministry. • The SMEs associations representing installers, caretakers and O&M personnel. • The consumer’s associations. • The local administrations, if involved in the control of Inspections. • The energy auditors, energy managers, energy assessors for building energy certifications. • First meeting: Month 2 (June 2011)

  22. Work Package n 6: Dissemination (BSRAEM) Task 6.1: National workshop Task 6.2: Dissemination tools Task 6.3: CA EPBD meeting Task 6.4: Website and contacts with EC websites. Website published (English language): month 3 (JULY 2011)

  23. Task 6.4: Website and contacts with EC websites. • The website will serve a double purpose: • Project centre for circulating materials and information among partners (restricted area). • Open website diffusing project outputs and deliverables to the EPBD community. • As other websites are already powerful in disseminating info on EPBD and building energy efficiency: • Build up (www.buildup.eu ), • CA EPBD (www.epbd-ca.org ), • the MOVIDA website will negotiate agreement to provide a flow of info, links, news to these existing and powerful websites.
