CONTENTS Enda Diapol and its work on fisheries in West Africa The recent completed Program on Fisheries, Trade and Environment in West Africa (PCEAO) The regional Co-operation for the best implementation and follow-up of indicators of sustainability of trade policies, and in particular, the effects of subsidies on the sustainability of fisheries Current work of Enda Diapol for a better consideration of indicators of sustainability regarding subsidies in the fishing policies in West Africa

  3. Why Enda Diapol focuses on fishing policies in West Africa? (1) the international context imposes the definition of common harmonized and coherent fisheries policies the impacts of trade policies in West African fishing sectors, which bears enough constraints and opportunities, justify the definition of coherent and concerted public strategies on various aspects

  4. Why Enda Diapol focuses on fishing policies in West Africa? (2) In addition, the coastal West African countries that are Members of the Sub regional Fisheries Commission (CSRP) belong to the same marine ecosystem Since many limitation and constraints have been noted in the national planning strategies of fishing resources, of coastal monitoring and the trade of fishing products

  5. The Program of Fisheries, Trade and Environment in West Africa (PCEAO) • The main objective of the program is to support the emergence of concerted and coherent fishing policies in the sub region which conciliates the development of exports, sustainable management of the fishing resources and food security.

  6. Results and findings • Country-Studies, which were carried out in 6 countries of the sub-region (Cape Verde, Gambia, Guinea, Bissau Guinea, Mauritania and Senegal) • importance of trade in West African fisheries • very strong increase of volume and value of fishing products exports • Transfer of fishing effort of many fishing units from traditional species toward exported species

  7. Subsidies and policy support to fishery sectors in West Africa (1) • Free zone and free exporting company status • tax and customs fees exemption on imports and exports of capital goods, equipment and raw material as well as semi-processed and processed products

  8. Subsidies and policy support to fishery sector in West Africa (2) • tax exemption on value added and company registration fees; • tax profits (ICP) at a preferential rate (15% instead of 33% as specified under the common law in Senegal before the devaluation of the CFA franc)

Subsidies and policy support to fishery sector in West Africa (3) The devaluation of the FCA franc in 1994 also allowed an increase of the competitiveness of Senegalese fishing products on the European market (compared to exports from non-ACP countries) Subsidies to exports Grant for implementation quality and safety procedures of fishing companies and harbour facilities

Subsidies and policy support to fishery sectors in West Africa (4) • The policy of fuel subsidy lead to • Equipment modernization • Use more powerful motors • Extend the length of sea trips • Extension of fishing areas • Example of Senegal: From less than CFAF 2 billion in 1986, the fuel subsidy in favour of small-scale fishing rose to CFAF 9 billion in 2005

Regional and institutional cooperation • Objective: reduce the negative impacts of subsidies on the fisheries • Implementation of indicators for the follow-up of the effects of trade on fisheries in West Africa • Sharing information within a dialogue framework for the follow-up of trade policies effects of the fishing sector

Works of Enda Diapol for a better consideration of indicators of sustainability regarding subsidies in fishing sectors in West Africa • To make innovative research on the effects of subsidies in fisheries • To impulse the implementation of the new Network on Fishing Policies in West Africa (REPAO) which handles also questions related to subsidies on fisheries
